PORT EVERGLADES ENVIRONMENTAL PROJECTS MANAGER

NATURE OF WORK

This is advanced professional and administrative work involving coordinating and monitoring environmental protection projects at the Port Everglades Department.

Work involves the application of advanced professional knowledge to assure compliance with complex environmental regulations at the federal, state and local levels. Position incumbent assesses potential hazards and threats to the natural resources of Port Everglades' jurisdictional area and the surrounding land and waterways and supervises technical staff to implement policies. Assignments are received in the form of written direction and verbal instructions. Work is performed with independent judgment and initiative. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Assists the Port Everglades Director of Construction Management and Planning in all matters relating to environmental protection and compliance with federal, state and local regulations.

Coordinates the development of Port Everglades' environmental policies and procedures; supervises efforts to protect the environment of Port Everglades' jurisdictional area and surrounding land and waterways.

Conducts environmental review of tenants' leasehold and reviews necessary permits related to tenants' needs; conducts investigations for environmental compliance for lessees and franchisees seeking to conduct business at Port Everglades.

Prepares dredging permits, monitors projects and develops mitigation programs for Port Everglades.

Conducts studies and oversees consultant activities as it relates to groundwater monitoring, hazardous materials and surface water investigations.

Oversees contingency planning for the containment and cleanup of oil spills.

Confers with County officials, contractors, vendors, civic leaders and the general public regarding Port Everglades' environmental concerns; addresses public groups, attends professional meetings.

Administers federal related studies, such as feasibility studies and reimbursement proposals.

Assists in preparation of Port's Master Plan relating to environmental issues.

Assists in developing and implementing divisional goals, policies and procedures in conjunction with the Division Director.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of environmental management, environmental engineering, planning, monitoring, regulations and preservation strategies.

Thorough knowledge of federal, state and local environmental protection laws, regulations and issues.

Thorough knowledge of budget preparation and administration.

Extensive knowledge of chemistry, biology and physics as related to environmental protection.

Thorough knowledge of seaport or waterfront environmental activities, as well as the functioning of a seaport.

Ability to plan and administer complex environmental programs.

Ability to analyze facts and exercise sound judgment in decision making.

Ability to interpret pertinent laws and regulations as it relates to environmental compliance and enforcement of same.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in marine biology, biology, chemistry, environmental engineering or related field; six (6) years experience in environmental management and protection; or any equivalent combination of relevant training and experience.
