NATURE OF WORK
This is advanced professional and supervisory planning and engineering work in the design and development of a wide variety of park planning and engineering projects.
Work involves the supervision of professional planning and engineering consultants, subordinate professional engineering, planning, and technical personnel engaged in the development of master plans and designs of parks and related facilities for the county park system such as streets, community centers, athletic fields, swimming pools, equestrian paths and facilities, lakes, and utility systems.
Duties require the application of advanced planning and engineering skills and knowledge, and the employee is expected to exercise considerable independent judgment in developing and completing projects. Assignments usually are received in the form of broad instructions or general program objectives.
Work is reviewed for general adherence to established norms.
Schedules, assigns, and supervises the work of parks engineering design project personnel; directs and coordinates field survey, plan design and preparation, cost estimate, and specifications preparation; participates in the development and design of parks projects.
Supervises and participates in the analysis and review of park plans, engineering studies and designs prepared by professional consultants; prepares recommendations for consideration of administrative superiors.
Supervises the planning, development and implementation of the UrbanParks and Recreation Recovery program for local level parks within the county park system.
Supervises the development and submission of grant applications for potential sources of funding of park related projects and studies.
Directs special planning and engineering studies pertaining to complex environmental issues relating to land use and compliance factors involved in park development.
Consults with and advises federal and state agencies, other divisions, local civic organizations, and private developers on appropriate land use planning relating to parks.
Supervises the division's participation in the administration of the County's Land Use Plan and determination of the appropriate park requirements for new residential plats.
Conducts long-range studies involving other departments, agencies, and organizations; analyzes data and prepares reports and recommendations.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the principles and practices of engineering as applied to the design, construction, and maintenance of park facilities.
Considerable knowledge of the current literature, trends and developments as related to parks engineering and planning.
Considerable knowledge of the principles of supervision, organization, and administration.
Ability to plan, direct, and coordinate the work of subordinates.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in planning, engineering, architecture, parks and recreation; considerable progressively responsible experience in professional engineering work relative to parks and recreation facilities design and construction; or any equivalent combination of training and experience.
NECESSARY SPECIAL REQUIREMENT
Must possess or obtain within six (6) months of hire one or more of the following licenses: Florida Registered Engineer; Florida Registered Architect, or Florida Registered Landscape Architect.
