This is highly responsible and technical administrative and supervisory work in Water and Wastewater Services.


Work involves direct responsibility for the 24-hour operation and maintenance of a large water or wastewater treatment and/or collection and distribution system to ensure customer needs are met while protecting public health and the environment.


Position incumbent coordinates, plans, and directs the operation and maintenance of the system to ensure efficient operation and compliance with the Clean Water Act, Safe Drinking Water Act, and all applicable federal, state and local regulatory requirements.


Supervision is exercised over subordinate managers and supervisors.


Work is performed with considerable independent judgment within established policies and procedures. Work is reviewed by an administrative superior through conferences, reports, and observation of results obtained.





Administers the operation and maintenance of large water and wastewater treatment systems and/or collection and distribution systems through the direction of subordinate personnel.


Develops and implements policies and procedures to ensure area of responsibility is in compliance with all regulatory requirements.


Assists and performs long-range strategic planning to ensure the future needs of the customers are met, while protecting public health and the environment.


Directs and plans the corrective and preventive maintenance aspects of a large water and wastewater utility which may include large scale industrial electronic/electrical process controls.


Manages subordinate superintendents and/or supervisors engaged in the maintenance and operation of a large water and wastewater utility.


Ensures that facility activities are in compliance with all federal, state and local requirements.

Administers the preparation and submittal of operations and maintenance records and reports for a large water and wastewater utility to ensure regulatory compliance.


Conducts routine staff meetings and training programs for staff.


Confers with county officials, regulatory officials, contractors, civic leaders and the general public regarding system maintenance and operations.


Prepares budget and manages expenditures for area of responsibility.

Performs related work as required.





Thorough knowledge of the operating principles and practices and the maintenance requirements of the equipment and machinery utilized in water and wastewater treatment and distribution and collection in a large utility.


Thorough knowledge of the occupational hazards and safety precautions involved in the work.


Thorough knowledge of the standard practices, methods, equipment and procedures of the mechanical maintenance trades.  


Thorough knowledge of engineering practices and procedures as applied to water, and wastewater treatment and collection and distribution systems related to budgeting, construction, maintenance and repair, planning and utility location.


Thorough knowledge of all federal, state and local regulatory requirements applicable to water and wastewater treatment and distribution and collection in a large utility.


Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.


Ability to plan, assign, supervise, and motivate the work of subordinates.


Ability to prepare clear and concise oral and written reports.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.





Graduation from an accredited four (4) year college or university with major course work in civil or environmental engineering, biology, chemistry, environmental science, bacteriology, public administration or related field; six (6) years of experience in managing the operation and maintenance of water or wastewater treatment and/or collection and distribution systems, including four (4) years of experience in the high-level supervisory aspects of the work; or any equivalent combination of relevant training and experience.
