AIRPORT PLANNER

NATURE OF WORK

This is advanced professional and supervisory planning work responsible for master, vicinity, environmental and state system planning in the County's Aviation Department.

Work involves supervising and preparing difficult planning studies concerned with the development and improvement of airport properties and facilities. Position incumbent organizes, coordinates and supervises the work of subordinate personnel. Work also includes reviewing airport development projects for conformation with Airport Master Plans and Land-Use Management Plans; assisting in the contractor/consultant selections/ monitoring project progress; coordinates airspace review with applicants and local, state and federal agencies; representing the Aviation Department in Intra-County Department and Governmental Affairs with respect to airport planning; and coordinating budgetary requirements for annual airport planning. Assignments are received in the form of general verbal and written instructions. Work is performed independently with general supervision by an administrative superior. Performance is reviewed through conferences, written reports and review of completed work.

ILLUSTRATIVE TASKS

Assists the Director of Planning and Development in the master, vicinity, environmental and state system planning activities of the Aviation Department.

Prepares and supervises the preparation of complex planning studies for the development and improvement of airport properties and facilities.

Reviews and monitors airport development projects for compliance with Airport Master Plans and Land-Use Management Plans.

Participates in selecting consultants and negotiating contracts for airport planning work.

Consults, coordinates and advises other County, State and Federal agencies and the general public on issues regarding airport planning and airspace issues.

Coordinates and makes presentations at public meetings. Coordinates budgetary requirements for annual airport planning.

Supervises and coordinates the activities of subordinate staff.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of airport planning and FAA advisory circulars.

Thorough knowledge of Federal, State and local regulatory requirements applicable to airport planning.

Ability to organize and analyze information and perform planning research.

Ability to analyze policy and technical issues and to exercise sound judgment in decision-making.

Ability to effectively manage and supervise subordinates.

Considerable knowledge of the principles, practices and procedures of supervision and administration.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in airport planning, architecture or related field; thorough experience in major airport or airline facility planning work including management experience in development and planning and supervisory experience; or any equivalent combination of training and experience.
