NATURE OF WORK
This is highly responsible technical and administrative work within the Public Works Department with responsibility for planning, organizing and directing the real property function and activities relating to the interest of the Board of County Commissioners. Real Property Section acts as professional asset manager and adviser on matters affecting Broward County real property interests for the Broward County Board of County Commissioners, the County Administrator’s Office (CEO) and all Broward County departments.
Real Property Section provides comprehensive real estate services by negotiating property acquisitions, leases and disposals; providing relocation services on federally-funded acquisition projects; developing suit information on eminent domain proceedings; and developing investigative projects and research pertaining to real estate matters. Real Property is responsible for maintaining and inventory of County-owned properties, implementing the sale of County surplus property and processing petitions for legal vacations and abandonment of public right-of-ways.
Duties include working with division directors, department heads, County Administration, and the public in planning, directing, and coordinating real property acquisitions, sales, leases, and other real estate work involved in implementing Broward County's diverse land acquisition program.
Supervises and conducts real estate negotiations when necessary, and working with the County Attorney's Office, preparing contracts to suit the terms of the negotiations.
Represents the Public Works Department at meetings with other Broward County agencies, state agencies, property owners, and the general public, in matters concerning the real property interests of the County.
Prioritizes and directs in-house personnel and outside consultants work relating to real estate assignments.
Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.
Administers the County's land acquisition program; develops policies, procedures and priorities to meet established goals by scheduling, directing, and managing the activities of staff and coordinating with in-house clients.
Negotiate the more complex and/or costly purchase, lease and sale real property assets; develop contracts with County Attorney’s office and presents contracts to the County Commission for approval and execution. Assists in developing, and maintaining strategic, fiscal and capital plans for real property acquisitions.
Overall management responsibility for the acquisition of appraisal services, appraisal review, and staff appraisal and research; the purchase and review of property surveys, and environmental and ecological property and assessments.
Directs the processing of applications for release of oil, gas, mineral, canal, and road right of way reservations and restrictions, which effect title to privately owned real estate.
Directs, in accordance with applicable Florida Statutes, the legal abandonment (vacation) of plats, rights of way, and procurement of title information.
Develops, prepares, submits, and manages annual section budgets.
Prepares periodic and special reports as required.
Attends conferences and public and professional meetings representing Broward County.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of real property ownership, acquisition, leasing and disposal for public use.
Thorough knowledge of all federal, state and local regulatory requirements applicable to land acquisition and development.
Ability to acquire a thorough knowledge of the funding process in a governmental environment, as it relates to annual budgeting and budget management.
Thorough knowledge of the principles, practices and procedures of supervision, organization and administration.
Ability to plan, implement, and coordinate technical and administrative programs and to direct a staff of professional personnel.
Skilled negotiator; effective communicator, written and verbal.
Ability to express ideas effectively, both verbally and in writing.
Ability to fully comprehend and coordinate the preparation of real estate contract documents in cooperation with the Office of county Attorney; computer proficient.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four(4) year college or university with a Bachelor Degree, with concentration in business, real estate, or a related field; with professional development course work in property appraising, acquisition and disposal of real estate and rights therein, leasing right of way, construction, and management ; a minimum of six (6) years progressively responsible and successful experience in the public or corporate real estate sectors; or any equivalent combination of relevant training and experience. Professional designation and licensure preferred Florida Broker’s License, Florida Licensed Sales Associate, Florida State Certified General Appraiser.
