This is advanced professional and supervisory environmental work responsible for developing, managing and monitoring complex environmental programs and issues as they relate to airport development and operation for the County's Aviation Department.

Work involves ensuring compliance with all federal, state and local environmental laws and regulations.   Monitors contractor and tenant environmental compliance and provides direction to consultants.   Conducts extensive research and analysis related to regulatory requirements.  Assignments are received in the form of general verbal and written instructions.

Work is performed independently with general supervision by an administrative superior. Performance is reviewed through conferences, written reports and review of completed work.


Manages airport environmental programs to ensure compliance with all federal, state and local governmental environmental regulations relating to air quality, noise abatement, surface and ground water quality, wetland mitigation, hazardous waste storage and disposal and related environmental issues.

Ensures all airport projects satisfy Federal Aviation Administration (FAA) regulations and procedures; reviews and monitors airport development projects for compliance with regulations.

Manages complex environmental projects in a cost effective, timely and technically sound manner while minimizing liabilities to the airport.

Provides technical expertise and support to airport management, program staff and project consultants regarding existing and proposed environmental projects and activities relating to the airport; prepares, implements, updates and enforces airport environmental compliance policies. 

Manages, coordinates and/or conducts airport environmental studies with airport staff and consultants; provides information for environmental impact statements, environmental assessments and other reports.

Coordinates the selection and management of consultants; manages contract compliance and oversees expenditures for consultant services for environmental assessment and clean up.

Develops and manages environmental management plans required for various environmental permits including but not limited to water quality, storm water pollution prevention, spill, clean up and prevention, storage facility compliance and noise abatement. 

Coordinates with airport tenants and consultants to develop management plans; reviews plans to confirm currency and compliance. 

Supervises and/or conducts environmental reviews of tenant facilities and provides recommendations for regulatory compliance; provides guidance for tenant compliance with environmental regulations.

Prepares and/or supervises preparation of records, reports, permits necessary for documentation of environmental activities of the airport.

Coordinates and makes presentations at public meetings.
Supervises and coordinates the activities of subordinate staff involved with airport environmental compliance activities.

Performs other related duties as required.


Thorough knowledge of Federal (including FAA regulations), State and local regulatory requirements applicable to airport environmental issues, including but not limited to air quality, water quality, hazardous waste, airport noise and wetland mitigation.

Thorough knowledge of environmental protection and pollution control issues.

Considerable knowledge of the principles, practices and procedures of supervision and administration.

Ability to organize and analyze information and perform research.
Ability to analyze policy and technical issues and to exercise sound judgment in decision-making.

Ability to prepare complex environmental related reports.

Ability to communicate effectively, both orally and in writing, with environmental and governmental agencies, consultants, management, employees, tenants and communities.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


Graduation from an accredited four (4) year college or university with major course work in natural science, physical science, environmental engineering or related field; six (6) years experience in managing airport related environmental monitoring and compliance functions and/or regulations including two(2)years supervisory experience; or any equivalent combination of relevant training and experience.
