This is highly responsible professional, medical and administrative work involving the coordination, oversight, and provision of medical procedures and health care services within a Division of the Human Services Department. Develops medical, nutritional, and/or public health and health education programs as appropriate to area of assignment.


Also plans and participates in the medical care of persons participating in a County health program or being treated in a County health care facility in the area of assignment. Based on area of assignment, performs general or specialized medical services and treatment in the clinical examination, diagnosis, and treatment of eligible persons.


Develops and implements ongoing quality assurance program/s which may include on-site visits for quality management analysis.   May provide consultation in unusual and difficult cases.  Assists in  the recruitment, selection, orientation and evaluation of professional medical personnel within the assigned agency or for the Department. May provide professional supervision to other medical professionals in the assigned agency.


Exercises medical judgment and skill in the independent performance of duties. All services are performed in accordance with laws of the State of Florida and established operating policies and procedures of the assigned agency. Work is reviewed through conferences, reports, and observation of results achieved, and depending upon the area of assignment, by a Treatment Director.

Recommends public health programs, policies, practices, and procedures appropriate to the area of assignment and plans and implements medical policies and procedures for approved programs.


Plans and develops medical, nutritional, hygiene, educational or other public   health programs appropriate to the area of assignment


Reviews agency treatment programs, including peer reviews and related activities, to promote conformity with policies and standards. Develops, reviews and implements medical protocols.


Depending upon area of assignment, examines, diagnoses, and treats general or specialized medical problems of the eligible persons under a County health program and/or of patients in a County health care, substance abuse treatment, or mental health care facility; conducts medical assessments of clients and patients; conducts history and physicals and pain assessments; writes orders; reviews patient care as required in area of assignment; may also conduct follow-ups and make referrals.


Maintains liaison with other professional services as necessary; communicates with hospital, emergency room, and other physicians regarding patient care as needed; may also communicate with the Treatment Director regarding patient care as required for the area of assignment.


Participates in accreditation surveys and inspections by the Joint Commission for Accreditation of Health Care Organizations (JCAHO); ensures that State and Federal regulations, and JCAHO or other accreditation standard/s adopted by the area of assignment, are met and maintained; applies knowledge of JCAHO, HIPAA, and DCF regulations as required by the area of assignment.


May provide supervision to other health care professionals in the provision of medial treatment or care as required by the area of  assignment .


May document medical-legal evidence for legal defense and prosecution or present evidence in court appearances if required for the area of assignment.


Prepares periodic evaluative reports on medical services; completes physician documentation such as progress notes, orders, history and physicals, and discharge summaries in a professional and timely manner in keeping with physician practice standards


Serves on committees as assigned; participates in interdisciplinary staff meetings to coordinate and review the delivery of patient care and related services as required for the area of assignment.


Coordinates clinical-based education programs for professional medical staff.


May provide after hours, on-call coverage or coordinate emergency medical or medical need responses for patients as required for the area of assignment.


May oversee the audit and review of medical records as required by the area of assignment.


Monitors contracts for medical services.


Performs administrative duties as required.


Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS    May vary according to area of assignment.

Thorough knowledge of the laws and regulations pertaining to public health and medicine and to the specialized phases of medicine related to assigned duties.


Thorough knowledge of the modern principles and practices of, and current developments in public health, general medicine and/or medial speciality/ies appropriate to the area of assignment as well as knowledge of specialized phases of medicine related to assigned duties.


Thorough knowledge of the policies, procedures and practices of public health programs and facilities in general and medical best practices specific to and appropriate to the area of assignment.


Thorough knowledge of the diagnosis and treatment of a variety of diseases, injuries and/or psychiatric disorders, and, based on area of assignment, those related to substance abuse, addiction, and recovery in dually diagnosed individuals.


Ability to diagnose and perform general and specialized medical treatments and examinations as required by the area of assignment.


Ability to evaluate and critique the work of other medical professionals.


Ability to express ideas clearly and concisely, both orally and in writing and to prepare clear and concise reports.


Ability to use computers and computer programs.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation .



Graduation from an accredited school of medicine and successful completion of an approved residency appropriate to the area of assignment; six (6) years of experience as a medical practitioner, which may include residency and/or fellowship terms, which includes two (2) years of experience in an area appropriate to the area of assignment in public health administration; or any equivalent combination of relevant training and experience.


Licensed as a Physician to practice medicine in the State of Florida as provided for in Chapters 458 and 459 of the Florida Statutes. Depending upon area of assignment, may be required to obtain certification in Buprenorphine.
