Broward County’s Civil Citation Program provides an innovative alternative to formal arrests for youth under age 18 who have committed misdemeanor crimes. Working in partnership with local law enforcement, the state attorney, the public defender and the court system, the program ensures that juvenile offenders receive appropriate consequences for their actions. These consequences are designed to curtail future criminal offenses.
Law enforcement officers have the discretion to issue a civil citation in lieu of an arrest to a first time misdemeanor offender.
Examples of consequences:
- Up to 50 hours of community service
- Drug screening
- Letter of apology
- Restorative Justice
- Anger Management class
- Theft Prevention class
Other program elements:
- Youth and family counseling
- Accountability activities
- Substance abuse treatment
- Mental health treatment
- Academic progress monitoring
- Pre-vocational training
After successfully meeting the requirements of the Civil Citation program, the juvenile’s record will be closed and will only reflect the successful completion of the Civil Citation program with no record of arrest.
If, for any reason, a participant fails to complete their assigned sanctions or are charged with another crime while in the program, he/she will be immediately arrested and taken into custody for their original offense.
The State Attorney’s Office will then evaluate the need to pursue further legal action.
