Meet the Inspector General

Carol J. Breece heads the Broward County Office of the Inspector General, which the Broward County Charter established with voter approval in Nov​ember ​2010. The OIG investigates misconduct (including fraud, abuse, and ​ethics violations) and gross mismanagement in the county’s 32 local governments. This responsibility encompasses county and municipal budgets totaling nearly $13 billion and covers more than 175 elected officials, 28,000 employees, and 20,000 registered vendors.

​​Ms. Breece has been with the OIG since 2012. Her over 30-year public service career includes serving as Broward OIG General Counsel, Florida Chief Assistant Statewide Pr​​​​osecutor, and Assistant State Attorney for Miami-Dade County. She also ran her own law practice specializing in civil and criminal white collar defense.

Since 2015, she has been an adjunct faculty member teaching public service ethics and professionalism for Florida International University. She is also on the Board of Directors of the Association of Inspectors General. Her law degree is from The Catholic University of America in Washington, D.C., and her B.A. in Criminal Justice is from the University of Maryland at College Park. She is a Certified Inspector General, a Certified Fraud Examiner, Board Certified in Criminal Trial Law by The Florida Bar, and AV Preeminent Rated by Martindale-Hubbell.​​

​​​​OIG Management and Staff

The Inspector General is supported by a management team that includes:

  • Deputy Inspector General Amy Schmidt,
  • General Counsel Katherine McIntire,
  • Intake Manager Robert Winfield,
  • Audit and Contract/Procurement Oversight Manager Mark Magli, and
  • Operations Manager Monica Vidal.

The OIG staff also​​ includes an Intake Coordinator, Special Agents, a Senior Special Agent, Senior Auditor​s, a Deputy General Counsel, and an Assistant Legal Counsel, who together support the intake, investigative, audit, contract and procurement oversight, and legal functions of the office.

The OIG has successfully built this diverse team of highly qualified individuals who use their various specialties and skill sets to accomplish the office’s mission. These professionals include certified public accountants, attorneys including former prosecutors, former law enforcement officers, former state regulatory investigators, procurement specialists, and administrative specialists. They hold respected certifications including as fraud examiner, inspector general, inspector general investigator, inspector general auditor, public accountant, criminal trial lawyer, and criminal justice information system operator.
