Early Learning Coalition

Purpose
Oversee and coordinate an integrated and quality seamless service delivery system for publicly funded early education and care programs in Broward County serving children to the age of thirteen, with a focus on ages birth to five.

Pursuant to Section 411.01, School Readiness Act of 1999, Florida
Statutes, as amended.

In July 2001, the Florida Partnership for School Readiness (FPSR) was transferred from the Executive Office of the Governor to the Agency for Workforce Innovation for administrative purposes. Further, the funds for Voluntary Pre-Kindergarten, Subsidized Child Care Program, Florida First Start, as well as others, are now managed by the Agency for Workforce Innovation and distributed through the local coalitions.

Membership

A minimum of eighteen (18) members but not more than thirty-five (35) members. Membership shall be comprised of statutorily specified and appointed members. More than one third of the members shall be from the private sector, as prescribed by the Florida School Readiness Act. The Coalition Chair and two (2) additional members will be appointed by the Governor, and shall meet private sector membership requirements. Additional members include:

(1) Members specified by virtue of their position. These individuals
serve continuously while they are in their respective positions.

District Administrator of Department of Children and Families (or designee)

  • Superintendent of Schools (or designee)
  • Board Chair of Director of Regional Workforce Development
  • Director or designee of County Health Department
  • Chair of Chief Executive of Children’s Services Council
  • Head of Child-Care Licensing Agency
  • Administrator of the Central Child-Care Agency
  • Head Start Director
  • President of Community College or designee

(2) Members specified, chosen locally. These individuals are appointed by the organizations/individuals listed below:

  • An appointee of the Broward County Board of County Commissioners.
  • Representatives of programs for children with disabilities under the federal Individuals with Disabilities Education Act, who shall meet with their constituencies on a regular basis.
  • Members representing child care providers. These individuals shall be appointed from nominations by their peers who shall meet with their constituencies on a regular basis and shall include

a) A representative of faith-based child-care providers
b) A representative of private child-care providers.

(4) Private sector members. These individuals shall be appointed
from nominations by a Chamber of Commerce and/or Economic Development organization within the geographic region served by the Coalition, pursuant to the requirements of the Florida School Readiness Act.

(5) Other members. Up to 2 additional members may be appointed at the discretion of the Coalition.

Written applications for membership are accepted and reviewed by the Nominating Committee and submitted to the Coalition for approval.

Terms

Four (4) years. A member may be reappointed for no more than one additional consecutive term; such reappointments are made subject to a recommendation by the Nominating Committee. A person shall be eligible for reappointment after a one year interval. When a vacancy occurs in an appointed position, the Coalition must advertise the vacancy; such vacancies shall be filled in the same manner as the original appointment.
