Seek ways to relax or eliminate fiscal and regulatory constraints and identify supportive actions that facilitate business investments in distressed areas.
Provide the necessary means to assist local communities, their residents, and the private sector in creating the proper economic and social environment to induce investment of private resources in productive business enterprises located in severely distressed areas.

Interlocal Agreement among Broward County and the Cities of Fort Lauderdale, Lauderhill, and Dania Beach relating to the Fort Lauderdale/Broward County/Lauderhill/Dania Beach Enterprise Zone to continue the Florida Enterprise Zone Program past the expiration date of December 31, 2005, until December 31, 2015, as authorized by Section 290.0065 Florida Statutes (2005).
Amended by Ordinance #2007-04, enacted April 24, 2007, changing the membership and appointment to reflect the inclusion of the new areas in the boundaries. Broward County shall appoint two members, the City of Fort Lauderdale shall nominate five members, and the City of Lauderhill and the City of Dania Beach shall each nominate one member.
Amended by Resolution #2010-441, adopted August 10, 2010, requesting that EZDA member cities remove "undeveloped" areas from the Enterprise Zone to create more areas for inclusion of additional, eligible and "developable" areas; changing the boundaries of the Fort Lauderdale/Broward County/Lauderhill/Dania Beach Enterprise Zone; including the cities of Lauderdale Lakes, Dania Beach, Hollywood, Pompano Beach, and West Park, thereby increasing the membership to thirteen.
Interlocal Agreement among Broward County and the Cities of Fort Lauderdale, Lauderhill, Dania Beach, Lauderdale Lakes, Dania Beach, Hollywood, Pompano Beach, and West Park requesting boundary changes/redesignation to the existing Enterprize Zone, entered into August 10, 2010.
Thirteen (13) members appointed by the Board of County Commissioners, following review of nominations including those from the cities listed below:
1) Two (2) members nominated by the Broward County Commission;
2) Five (5) members nominated by the City of Fort Lauderdale;
3) One (1) member nominated by the City of Lauderhill;
4) One (1) member nominated by the City of Dania Beach;
5) One (1) member nominated by the City of Lauderdale Lakes;
6) One (1) member nominated by the City of Hollywood;
7) One (1) member nominated by the City of Pompano Beach;
8) One (1) member nominated by the City of West Park.
Membership from each of the following categories is encouraged:
• Local chamber of commerce
• Local law enforcement agencies
• Local financial or insurance entity
• Businesses operating within the nominated areas
• Residents of the distressed area
• Nonprofit community-based organizations
• Local private industry council
• Local code enforcement agencies
The importance of minority representation on the agency shall be considered so that the agency generally reflects the gender and ethnic composition of the community as a whole.
Subsequent appointments shall be made by the Board of County Commissioners following nominations by the respective entities.
Four (4) years, except that in making the initial appointments the following terms apply:
- Broward County - one member for 1 year, one member for 2 years.
- City of Fort Lauderdale - two members for 1 year, two members for 3 years, and one member for 4 years.
- City of Dania Beach – one member for 4 years.
- City of Lauderhill – one member for 4 years.
Members of the agency may be removed for inefficiency, neglect of duty, or misconduct in office only after a hearing and only if the member has been given a copy of the charges at least ten days prior to the hearing and has had an opportunity to be heard in person or by counsel.
Unless a member is removed as provided for in paragraph above, each member shall hold office until a successor has been appointed and has qualified.
A certificate of the appointment or reappointment of any agency member shall be filed with the clerk of Broward County, and the certificate is conclusive evidence of the due and proper appointment of the member.
A majority of the members. Any majority of those members present and voting at any meeting shall be sufficient to enable the taking of any action, unless the bylaws require a larger number.
