Juvenile Justice Board

Purpose

Provide advice and direction to the department in the development and implementation of juvenile justice programs and to work collaboratively with the department in seeking program improvements and policy changes to address the emerging and changing needs of Florida’s youth who are at risk of delinquency.

Section 985.664, Florida Statutes, established in 2000, also known
as the 17th Judicial Circuit Juvenile Justice Board.

The board is an agency of the State and serves the Department of Juvenile Justice. Since Broward County and the 17th Judicial Circuit have identical boundaries, the Board encompasses the purpose, power, and duties of both county councils and circuit boards that are authorized by the State Legislature.

Membership

Eighteen (18) to twenty-one (21) members.

Members must include the following three (3) members, or their respective designees:

1) State Attorney;

2) Public Defender; and

3) Chief Judge of the circuit.

The remaining fifteen (15) members may include representatives from the following entities:

4) A representative of the Board of County Commissioners;

5) Representatives of the governing bodies of local municipalities within the county;

6) A representatives of the corresponding circuit or regional entity of the Department of Children and Family Services.

7) Representatives of local law enforcement agencies, including the sheriff or sheriff’s designee;

8) Representatives of the judicial system;

9) Representatives of the business community;

10) Representatives of other interested officials, groups, or entities, including but not limited to, a children’s service council, public or private providers of juvenile justice programs and services, students, parents, and advocates. Private providers of juvenile justice programs may not exceed one-third of the voting membership;

11) Representatives of the faith community;

12) Representatives of victim-service programs and victims of crime; and

13) Representatives of the Department of Corrections.

The board may revise the by-laws to increase the members by no more than three (3) to adequately reflect the diversity of the population and community organizations or agencies in the circuit.

Members must reflect the circuit’s geography and population distribution and diversity.

Terms

Two (2) years for at-large members. Permanent appointments are eligible as long as they hold office or until they are replaced by the appointing official.

A member who is absent for three (3) meetings within any twelve (12) month period, without having been excused by the Chair, is deemed to have resigned.

Quorum

One -third (1/3) of the members of the board then in office, and shall include not less than one officer of the board.
