Michael Owens represents the County in environmental matters, both transactional and litigation. His practice includes administrative and civil enforcement proceedings, licensing and permitting, power plant and pipeline siting, brownfields redevelopment, contaminated site cleanup, hazardous material regulation, climate change, energy-related property improvements, and ordinance drafting.
Mr. Owens attended Vermont Law School and earned a law degree and a master’s degree in Environmental Law and Policy. He spent seven years with the Florida Department of Environmental Protection before joining the County Attorney’s Office.
Mr. Owens is a member of the Executive Council of the Environmental and Land Use Law Section of the Florida Bar. The balance of his time is spent with his family, playing Ultimate Frisbee, and learning new things about computer technology.
