The Commercial and Construction Section advises the Board of County Commissioners and County staff with respect to all construction and commercial matters and represents the County in contract disputes. Attorneys provide advice in structuring competitive solicitations for contracts, assist in the negotiation of complex transactions, and review contracts for legal sufficiency. The Section also represents the County at all levels of the construction process, including project development and execution, dispute avoidance and resolution, bidding, bid disputes and protests, contract negotiation, claims submission and presentation, pre-trial dispute resolution proceedings, and in litigation. The Section represents the Public Works Department, including the divisions of Highway Construction & Engineering, Water and Wastewater Services, Facilities Management, Traffic Engineering, Construction Management, and Highway and Bridge Maintenance, as well as other County divisions in construction and commercial matters.
