Local Bill Report
 

A local bill is any bill which relates to a specific geographical area, e.g., county, city, or special taxing district, as opposed to a general bill, which affects the entire State of Florida.

The following report describes the bills approved by the Delegation for presentation to the 2012 Florida Legislature and the outcome of the legislation. According to Delegation Rules, Broward Legislative local bills are sponsored by the chair and vice chair of the Delegation. All bills for the 2012 Session were sponsored by Representative Evan Jenne.

HB 1153 - Municipal Election Qualifying Period

This legislation will correct a glitch created by a series of laws both general and local which have created an inconsistent qualifying period for municipal elections being scheduled in November.

HB 1297 - City of Dania Annexation

This bill provides for extending the corporate limits of the City of Dania Beach to the jurisdictional boundaries of the State of Florida, a line in the Atlantic Ocean known as the three mile limit.

This bill will allow police officers to issue traffic tickets for moving violations within gated communities and on private roads under certain conditions.

HB 1147 - Gun Ban within Broward County Requested by: Broward County

This bill will provide an exception to general law and will provide Broward County and local municipalities with the ability to restrict the carrying of a hand gun in certain government buildings, county owned addiction recovery service locations, county owned public health facilities, facilities that provide services to the elderly and to youth, county owned facilities that provide services to victims of sexual assault, homeless services and public transportation.

HB 1159 - Special Assessment to Fund Municipal Law Enforcement

The City of North Lauderdale is requesting a special act that would legislatively authorize alternative funding for the significant and growing expense of law enforcement services.  The City of North Lauderdale is concerned that without the ability to fund law enforcement services through an alternative funding source, the growing cost of this service will result in an inability to provide other critical municipal services in the near future.

This bill provides for certain changes to the governing documents of the District.

HB 1221 - Gun Ban within Broward County Requested by: Rep. Waldman

This bill will provide an exception to general law and will provide Broward County and local municipalities the ability to restrict the carrying of a hand gun in certain government buildings by ordinance.

HB 1295 - High School Ethics Course

This bill will provide that the Broward School system may provide an ethics elective course in high schools with credits.

HB 1459 - Independent Fire Districts

This bill provides for the creation of the Northwest Broward Independent Fire District upon approval by the municipalities and by referendum of the voters being served by the district.
