Climate Change Government Operations WorkgroupOn April 19, 2013, Port Everglades hosted the Broward County Climate Change Government Operations Workgroup. The Working Group discussed greenhouse gas (GHG) reduction actions county agencies will implement in the next 3 years. Glenn A. Wiltshire, Deputy Port Director welcomed the workgroup and shared some of the sustainable projects the Port is implementing to reduce energy and fuel use, and address the impacts associated with climate change. Maribel Feliciano, Workgroup’s Chair discussed the results of the FY2012 GHG emissions inventory that shows a slight increase in GHG emissions from the previous year. The workgroup’s strategy is to focus on implementing energy efficiency measures in county buildings. Electricity use in county facilities, the Airport, Port, and Wastewater Services represent 74% of the total GHG emissions. Armando Linares, Deputy Director of the Environmental Protection and Growth Management Department encouraged the workgroup to consider renewable energy and sustainable practices as part of their operations. Agencies represented in the meeting included Pollution Prevention, Remediation & Air Quality, Solid Waste & Recycling, Natural Resources Planning and Management, Facilities Maintenance, Human Services, Broward County Transit, Water and Wastewater Services, Port Everglades, and Energy and Building Automation.

Dr. Natacha J. Yacinthe, Port Master/Vision Plan Project Manager and Port member of the Steering Committee provided the group with inputs on the energy efficient measures in County buildings and survey and concluded the meeting with an excellent video about Port Everglades. The Aviation Department will host the next meeting that will include a presentation and tour of the Airport’s expansion project.

The Broward County Climate Change Government Operations Workgroup (PDF) includes representatives from many county agencies that are organized into committees in the areas of emissions inventory, buildings/infrastructure, waste reduction/recycling, transportation, natural systems and green policies. The Workgroup Steering Committee meets monthly to identify potential greenhouse gas (GHG) emission reduction actions that county agencies can implement in order to contribute to the overall goal of mitigating the causes and addressing local implications of global climate change.

The Workgroup works very closely with the  International Council for Local Environmental Initiatives (ICLEI), the Broward County  Budget Office, Climate Change Task Force, and other local organizations to identify funding opportunities for the implementation of GHG emission reduction projects.

On June 24, 2008 the Broward County Government Operations Climate Change Report was accepted by the Broward County Board of Commissioners (Board). This Report includes a review of potential climate change related impacts, a government operations GHG emissions reduction goal, a baseline year GHG emissions inventory, reporting of early voluntary actions already implemented towards the GHG emission reduction target, and recommendations on GHG emission reduction strategies for future consideration.

On June 9, 2009 the first Broward County Government Operations 2009 Progress Report (PDF)   and the associated Appendix (PDF) was accepted by the Board.    

On May 14, 2010, the Broward County Government Operations Second Annual Progress Report (Report) (401 KB) and associated Appendix (.PDF) (1,429 KB) was completed. The Report developed by the Workgroup, describes the GHG emission reduction actions Broward County government implemented during fiscal year 2009, (October 2008 through September 2009), and the progress towards achieving the GHG emissions reduction goal. Broward County’s government operations 2009 carbon footprint was 256,227 tonnes of eCO2.

On May 13, 2011 Broward County Government Operations Third Annual Progress Report (PDF) (466 KB) May 2011, and Appendix (PDF) (1009 KB) highlights actions taken during Fiscal Year 2010 to reduce greenhouse gas emissions. The estimated GHG emission reduction totals 15,172 tonnes of eCO2, resulted in an estimated annual cost saving of $1,091,286 for Broward County operations.  Broward County government agencies will continue to work toward the Board’s adopted goal of reducing government operations GHG emissions to 7% below the 1997 baseline, by 2015.

On May 1, 2012, the Broward County Government Operations Fourth Annual Progress Report (PDF) (486 KB) and Appendix (PDF) (514 KB), was completed. Broward County government operations FY2011 carbon footprint was 250,255 tonnes of eCO2 (Figure 1). To meet the established 2015 GHG emission reduction target of 222,099 tonnes of eCO2, Broward County government must reduce an additional 28,156 tonnes from 2011 emission levels. This represents an average annual reduction of 7,039 tonnes.

The estimated GHG emissions reduction during FY 2011, (October 2010 through September 2011), resulted in an estimated annual cost saving of $555,160 for Broward County operations. The following are a few highlights of significant GHG emission reduction measures implemented during FY 2011:

Heating Ventilation and Air Conditioning (HVAC) Chiller Replacements at North Mass Transit and Central Homeless Assistance Center:

The electricity use prior to the HVAC upgrades was 988,344 kWh and after, it decreased to 869,743 kWh, a difference of 118,601 kWh annually. This is equivalent to 71 tonnes eCO2, and an annual cost savings of $11,860.


Mini-hybrid Engineered Machined Products (EMP) Retrofits on BCT buses:

The Broward County Mass Transit Division retrofitted mechanically/hydraulically driven cooling system components on 47 county buses with electrically powered devices in order to achieve fuel savings and reduce GHG emissions. EMP retrofits reduce the horsepower draw on the engine, thus improve fuel economy by a minimum of 5%. Collectively, the units reduced eCO2 emissions by 498 tonnes, a cost savings of $170,511. 

employee recycling at work Recycling in County Facilities: During FY2011, approximately 1,469 tons of office paper, magazines, newspapers, file folders, cardboard, and food and beverage containers were recycled in County administrative facilities, including the airport connection center, and parks. By recycling these materials, the County saved more than $143,399 through avoided disposal. This represents a GHG reduction of 4,731 tonnes of eCO2, which is equivalent to emissions of 530,381 gallons of gasoline consumed.
