The Climate Change Task Force meets quarterly every year on February, May, August and November.

I. Authority (Resolution link)
The authority of the Climate Change Task Force (Task Force) arises from Resolution 2008-442 as approved by the Broward County Board of County Commissioners (Board) on June 24, 2008, Item #88B.
II. Mission (Task Force Mission link)
To develop a countywide Climate Change Program (Program) to mitigate the causes and adapt to the consequences of climate change and, if appropriate, advise on its implementation.
III. Duties and Responsibilities
The Task Force's duties and responsibilities are outlined in Resolution 2008-442. They include but are not limited to:
development and implementation of projects that conserve energy and reduce greenhouse gas emissions within government operations
development of incentives for residences, businesses and organizations to
conserve energy and reduce greenhouse gas emissions;
development and implementation of adaptation strategies to alleviate the likely
adverse consequences of climate change including rising sea levels, hurricanes and other violent weather events;
provision of education and outreach to encourage Broward County residences,
businesses and organizations to participate in the Program;
pursuit of federal and state grants, energy costs savings and other financial
resources to offset Program costs; and
coordination with the Board of County Commissioners, the School Board, municipalities, other governmental agencies, business, private and public
organizations, and the state of Florida in the adoption of programs to reduce
greenhouse gas emissions in a cost-effective and efficient manner that preserves the County’s competitiveness in the national and worldwide economy.
IV. Conduct of Meeting
The meeting of the Task Force and any Subcommittee shall be governed by Robert's Rules of Order.
A. Election of Chairperson and Vice Chairperson
A Chair has been appointed by the Board. The Task Force shall elect from among its members a Vice Chair at the first joint meeting of the Task Force and the Subcommittees. The tenure of the Vice Chair for the Task Force and the Chair and Vice Chair for the subcommittees shall be for one year, which shall be automatically extended until the next elections. The Chair and Vice Chair of the subcommittees shall be elected from the members of the Task Force. When both Chair and Vice-Chair are absent for the meeting, a quorum of members present may elect a temporary chair who shall have the full powers of the Chair to conduct Task Force business.
B. Duties of Chair of the Task Force:
- To call to order Task Force or Subcommittee meetings.
- To execute official Task Force or Subcommittee business as the representative of the Task Force or Subcommittee.
- To restate and put to a vote by Task Force members all matters which are moved for consideration or necessarily arise in the course of the proceedings and further to announce the result of each vote.
- To protect the Task Force or Subcommittee from frivolous or dilatory motions.
- To assist in expediting Task Force or Subcommittee business.
- To enforce the observance of order and decorum among the Task Force or Subcommittee.
- The Chair of the Task Force shall contact any Task Force member who has missed two or more meetings within one calendar year to ascertain their commitment.
- To appoint the Chair of any Subcommittee of the Task Force.
- To call or cancel meetings of the Task Force upon reasonable notice.
- To set the agenda of the Task Force or Subcommittee.
C. Duties of the Vice Chairperson of the Task Force or Subcommittee:
To serve in the absence of the Chair or at such times as the Chair relinquishes the role of the Chair.
Upon assuming the position of the Chair, to have all other duties of the Chair.
VI. Subcommittees to the Climate Change Task Force (Subcommittee information link)
On December 4, 2008, the Climate Change Task Force established seven Subcommittees.
Subcommittee members may be members of the Task Force; those that may provide technical expertise; or those with a specific interest in the mission of the Subcommittee. The Chair of each Subcommittee shall be appointed by the Chair of the Task Force. The Vice Chair of the Subcommittee shall be appointed by the Chair of the Subcommittee.
Members shall serve at the pleasure of the Climate Change Task Force.
The quorum of the Subcommittee shall consist of fifty percent (50%) plus one (1) of the total Subcommittee members.
Meeting times and frequencies are determined by the Subcommittee Chair.
Proposed Subcommittee action shall be forwarded to the Climate Change Task Force for discussion and approval.
VII. Task Force Members
A. The composition of the Task Force is established in and members are appointed pursuant to Resolution 2008-442, as may be amended from time to time by the Broward County Board of County Commissioners.
B. It shall be the duty of all Task Force members to attend all Task Force meetings unless excused. The granting of excused absences will be at the discretion of the Chair and such excuses shall be granted in an impartial manner.
C. A member who has three (3) consecutive absences or misses four (4) meetings in one (1) calendar year and is not exempt from automatic removal under Sections 1-233(f) and 1-385, BCC, shall be automatically removed as a member of the Task Force, effective upon that member's receipt of written notice from the County Administrator or the County Administrator's designee.
D. Members shall be familiar with and abide by the Florida Sunshine Law.
E. Members shall also be responsible in ensuring that the duties of the Task Force, as stated in Chapter 36 of the Broward County Code of Ordinances, are performed.
F. The Task Force may recommend to the Board of County Commissioners, upon a 2/3 vote of the Task Force, that a member be removed from the Task Force due to misfeasance.
G. All members present at the meeting must vote upon every motion unless excused pursuant to the provisions of Chapter 112, Part III, Florida Statutes.
H. Members cannot represent the Task Force before the public without having obtained Task Force approval.
When a Task Force member is introduced as a member of the Broward County Climate Change Task Force, that member shall clearly state that:
a) The member does not represent the Task Force,
b) That any opinion expressed is the member's personal opinion, and
c) That the member's personal opinion has not been ratified by the Task Force.
A member may represent the Task Force's position on an issue upon an appointment by the Task Force.
I. When Task Force members plan to attend meetings or seminars that may address issues that may come before the Task Force, the member shall inform the Secretary of the Task Force of the meeting to ensure that Sunshine Law requirements are met.
J. Task Force members, in accordance with Broward County Ordinance No. 97-44, are prohibited from discussing and voting on matters which would inure to the special gain or loss of: (1) any private entity for which the board member serves as an officer or member of its board of directors, whether or not compensated for such service; and (2) any public entity for which the board member serves as an employee.
VIII. Task Force Meetings
A. The Task Force shall meet at a time agreed upon by the majority of the Task Force.
B. The Task Force may meet monthly. Special meetings may be called by the Chairperson as needed.
C. All meetings shall be in accordance with the Florida Sunshine Law.
D. The Director of the County Records shall assign a Secretary to the Task Force who shall prepare minutes of all Task Force meetings.
E. A quorum for the Task Force meeting shall consist of fifty percent (50%) plus one (1) of the total appointed Task Force members, pursuant to Section 1-233, BCC.
F. If a meeting date falls upon a holiday observed by Broward County employees, the meeting will be rescheduled.
G. Upon the presentation of proposed ordinances to the Task Force, the Task Force may discuss the ordinance and forward written comments to the Board of County Commissioners, the County Administrator and the Director of the Environmental Protection and Growth Management Department.
H. The Chair shall allow presentations by the public to the Task Force. The Chair may place reasonable conditions on the public's right to participate to insure orderly conduct of the meeting. The Chair's decision is subject to a vote of the Task Force. The Chair shall announce this policy at the beginning of each meeting.
IX. Committees to the Climate Change Task Force
A. On December 4, 2008, the Climate Change Task Force established six Committees.
B. Committee members may be members of the Task Force; those that may provide technical expertise; or those with a specific interest in the mission of the Committee. The Chair and Vice Chair of each Committee shall be appointed by the Chair of the Task Force.
C. Members shall serve at the pleasure of the Climate Change Task Force.
D. The quorum of the Committee shall consist of fifty percent (50%) plus one (1)
of the total appointed Committee members.
