Evaluation and Appraisal of Comprehensive Plans

What is the EAR?

The Evaluation and Appraisal Report (EAR) was a report, required by the State of Florida, which evaluated how successful a community addressed major community land use planning issues through its comprehensive plan. Based on this evaluation, the report contained suggested revisions to better address community objectives, changing conditions/trends affecting the community and changes in state requirements.
The State of Florida required each local government to prepare and submit an EAR to The Florida Department of Economic Opportunity (FDEO) every seven years. It is prepared by the Local Planning Agency, adopted by the local government and then sent to FDEO where it was reviewed to determine sufficiency.

Florida House Bill 7202

On June 2, 2011, Florida Bill H.B. 7202was passed, amending the requirement for local governments to submit an EAR to the state for sufficiency determination. Instead, the state now requires the local government to determine whether there is a need to amend the comprehensive plan. If no amendment is necessary, the local government simply notifies the state in writing. If amendments are necessary, the local government must notify the state as well as prepare and transmit the proposed amendments to the State Land Planning Agency for review.
