ENVIRONMENTAL ASSESSMENT 


The Broward County Aviation Department has prepared an Environmental Assessment (EA) for the proposed construction of a new Concourse A at existing Terminal 1 at the Fort Lauderdale-Hollywood International Airport. This EA has been prepared to disclose potential environmental, social, and economic impacts for submission to the Federal Aviation Administration (FAA) in accordance with the National Environmental Policy Act (NEPA) guidelines. 

Proposed Action
The proposed construction would include:

  • Five narrow-body aircraft gates
  • In-ground hydrant fueling
  • Dual taxi-lane serving both Concourse A and B

Location
The project site would occur entirely on airport-owned property and located:

  • On the north side of the terminal complex
  • North of the terminal loop road and consolidated rental car facility
  • East of Concourse B 

Background
Broward County Aviation Department (BCAD) previously prepared a Draft EA that was circulated for agency and public review in June 2004. BCAD conducted a public workshop on the Draft EA in January 2005. All comments received on the Draft EA are reflected in this EA.

The proposed project has remained essentially the same. However, all environmental analysis has been revised to reflect current airport operations and conditions.

Public Comments
The EA has been provided to agencies and interested organizations that commented on the Draft EA. The comment period was open for 30 days and closed on May 23, 2008.

PLANNING AND DESIGN 
 

In January 2008, the County Commission authorized Gresham Smith and Partners  to begin the preliminary design of Concourse A. The project adds a five-gate concourse to Terminal 1 and a dual taxiway system. It also includes hold rooms, concessions, and a connector to Terminal 1.

Terminal 1 currently consists of Concourses B and C. There are nine gates in each concourse.  Ticketing and baggage areas were designed in Terminal 1 assuming that Concourse A would be added.

The Group Check in Facility, originally envisioned in the project, was removed. New technologies under consideration will replace these functions in a different location.

DRAFT ENVIRONMENTAL ASSESSMENT


The County retained Landrum & Brown the contract to complete the Environmental Assessment for the Concourse. The Aviation Department has submitted the Assessment to the FAA for approval. 

Background
A draft Environmental Assessment was prepared and coordinated with the US Environmental Protection Agency, Region 4 (EPA) and the Florida State Clearinghouse for review and comment.

  • The preliminary Draft EA was transmitted to the EPA on June 11, 2004. EPA responded by letter of July 2, 2004 with comments.
  • The State Clearinghouse responded by letter dated July 26, 2004 with comments.
  • The firm of White & Case, LLP, representing the City of Dania Beach, City of Hollywood, and the Town of Davie also provided comments in their letter dated August 6, 2004.

Additionally, the Broward County Aviation Department (BCAD) held a public workshop on the draft EA on January 27, 2005. All comments from all reviews have been incorporated and responded to in the attached document.
