US NAVY FLIGHT 19 MEMORIAL CEREMONY AT FORT LAUDERDALE-HOLLYWOOD INTERNATIONAL AIRPORT

The Naval Air Station Fort Lauderdale will be hosting a Flight 19 Memorial Ceremony to honor the 14 Naval Air Station Airmen who disappeared over the Bermuda Triangle 62 years ago.

The program will include the presentation of Colors by the United States Marine Corp (Junior ROTC) and the United States Navy Honor Guard, an opening prayer, and comments from Broward County’s Vice Mayor, Stacy Ritter, and Mayor Jim Naugle of the City of Fort Lauderdale.

When:      Wednesday, December 5, 2007
Time:        1:30 p.m.
Where:     East side of FAA Control Tower at Fort Lauderdale Hollywood International Airport

Background
Flight 19 was the designation of five US Navy TBM Avenger torpedo bombers which disappeared on a training exercise out of the Fort Lauderdale Naval Air Station (now FLL) on December 5, 1945. The aircraft and 14 crew members were never found, and neither was one of the search planes, a Martin PBM Mariner which exploded with the loss of 14 aircrew. U.S. Navy investigators concluded that Flight 19 became disoriented and ditched at sea when the aircraft ran out of fuel. Some questioned the explanation; doubts which helped develop the Bermuda Triangle legend.

FORT LAUDERDALE-HOLLYWOOD INTERNATIONAL AIRPORT EXPECTING A SIXTEEN PERCENT INCREASE IN PASSENGERS DURING THE THANKSGIVING HOLIDAY

Five hundred thousand travelers are expected to fly in and out of Fort Lauderdale-Hollywood International Airport during the upcoming Thanksgiving holiday. The holiday period runs from Tuesday, November 20 through Monday, November 26. It is anticipated that more than 70,000 passengers a day during our peak travel times will use the airport on Saturday and Sunday.

In addition to the parking garages ($15.00/day) adjacent to the Terminals, there are several other parking options this year. The “Park & Save” lot located west of the airport has 1,000 additional parking spaces for public parking at $9.00 a day. To access the “Park and Save” lot take, Griffin Road just west of I-95 to Ravenswood, turn right and follow the signs. The “Holiday” lot is open and is located on the west side of the airport off Perimeter Road near the FAA Control Tower.

The “Green” lot will open Tuesday, November 20, if other parking areas approach capacity. The lot is located on the south side of the airport off Perimeter Road. All vehicles must be out of the green lot by Tuesday, November 27. There is a one-time fee of $10.00.

The parking peak is expected on Saturday, November 24, with as many as 16,000 vehicles parked throughout the airport lots and garages. For your convenience, valet parking is located in the Palm and Hibiscus garages. Follow the signs for valet parking. You can even reserve a valet spot at www.fll.net in the parking section of our website.

While there will be sufficient parking, it will be on a first-come, first-serve basis. Some of the parking areas will fill-up earlier than others, and travelers should allow an extra hour to be directed to available parking.

Travelers can tune in to the Airport Radio Station, 1670 AM, on the way to the Airport to get the most current information on available parking. The station can be received approximately 2 miles from the Airport or can be listened to on our web site at www.fll.net.

All Passengers are reminded to arrive 2 hours early for domestic flights and 3 hours early for international flights. Call your airline or check their websites for the latest information on flight status.

PUBLIC COMMENT ENCOURAGED FOR FORT LAUDERDALE-HOLLYWOOD INTERNATIONAL AIRPORT NOISE MITIGATION PRINCIPLES

The Broward County Board of County Commissioners invites the public to comment on the broad proposed Noise Mitigation Principles concerning the extension of the preferred runway alternative for the Fort Lauderdale-Hollywood International Airport.

The Commission meeting will take place on Tuesday, November 6, at 5:01 p.m., in the Commission Chambers in the Governmental Center, 115 South Andrews Avenue, Fort Lauderdale, Florida. Individuals who would like to comment must register at a registration table outside of the Chambers.

After hearing the comments and deliberating the Commissioners are expected to vote to authorize Aviation Director Kent George to submit a letter to the Federal Aviation Administration (FAA) outlining Broward County's proposed Noise Mitigation Principles. The FAA will consider these principles for inclusion in the Final Environmental Impact Statement (FEIS) and the Record of Decision (ROD).

These broad proposed Noise Mitigation Principles include:

1. Apply the long-term/ultimate contour
2. Establish mitigation areas based on neighborhoods
3. Acquire mobile home parks in the +65 DNL
4. Sound proofing and easement
5. Purchase assurance/sales guarantee
6. Voluntary acquisition of residentially zoned vacant parcels

The FAA may choose to incorporate some or all of these principles in the FEIS and ROD: once the FAA issues their final document, the Aviation Department will later provide a Noise Compatibility Program to the Board for consideration. There will be a public hearing in the future for the Noise Compatibility Program which will ultimately outline Broward County's Mitigation and Abatement Policy.

FORT LAUDERDALE-HOLLYWOOD INTERNATIONAL AIRPORT’S GREEN AIRPORT INITIATIVE ISSUES THREE REPORTS

What impact does the Fort Lauderdale-Hollywood International Airport (FLL) have on water quality? Can Airport vehicles run on used cooking oil? The answers to these questions and more are contained in three final environmental reports issued by the Broward County Aviation Department’s Green Airport Initiative (GAI). The reports are available on FLL’s website at www.fll.net

The findings from the GAI study, which started in 2005, should help FLL improve environmental quality and efficiency. Clean Airport Partnership, Inc. (CAP), a private consulting firm, conducted the study.

The three reports posted on FLL’s web site are:

Environmental Footprint for FLL Operations
The researchers evaluated five environmental impact areas including Water Quality, Solid Waste, Air Quality, Energy Consumption, and Noise.

Investigating Air Emission Impacts on the Community
This project looked at aircraft particulate matter to determine if it was associated with aircraft operations, both on and off the airport. Collected material was analyzed through various methods including an electron microscope.

Assessing the Feasibility of Utilizing Recycled Vegetable Oil as a Vehicle Fuel
The report provides details on using processed cooking oil from Airport concessions to fuel diesel vehicles at FLL. It identifies the availability of used oil, potential vehicles, and vehicle conversion costs.

Additional final reports and an Executive Summary will be posted on the web site when available. CAP plans to hold Community Outreach meetings to discuss its findings after all the final reports have been released later this year.

Recently, both of Broward County’s airports, Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (NPA) received high marks for safety on their annual inspections. FLL, which is inspected annually by the Federal Aviation Administration (FAA), received a rating of “zero discrepancies” for the 9th consecutive year. The multi-day inspection focuses on runway and taxiway surfaces, safety areas (areas adjacent to runways and taxiways), airport lighting and marking, emergency response preparedness, daily self-inspection programs, fueling operations and storage, public protection, Aircraft Rescue Firefighting, and maintenance of records. The airport operates under 49 CFR Part 139, which is the FAA’s mandate for airports that have air-carrier operations.

In May 2007, the Florida Department of Transportation (FDOT) conducted its annual inspection of NPA and for the 9th consecutive year received a rating of “zero discrepancies” for the state agency. FDOT inspects general aviation airports in Florida and provides public-use airports with licenses to operate. The inspection focuses on runways, taxiways, safety areas, and approach slopes to runways.

The inspector remarked that, “the airport is in such good condition that it could be used as a training airport for new inspectors on how general aviation airports should be maintained.” The inspection resulted in NPA being named the “General Aviation Airport of the Year” by the FDOT. NPA will be featured on the cover of the 2008 Florida Airport Directory and Florida Aeronautical Charts issued by the FDOT.

TRAFFIC UPDATE FOR MAY 2007 AT
FORT LAUDERDALE-HOLLYWOOD INTERNATIONAL AIRPORT

Passenger traffic for May of 2007 shows that total traffic was up 4.6% over May 2006 as 1,853,955 passengers traveled through the airport. Domestic traffic was up 2.8% and international traffic increased 21%.

The increase in traffic was due primarily to gains by the low fare carriers. Spirit Airlines was the largest carrier at FLL for the month of May and carried 282,234 passengers, an increase of 69.1% over May of last year. JetBlue carried 219,348 passengers, up 11.4%, and AirTran carried 121,826 passengers, an increase of 41.4% over May last year. Southwest was flat for the month but carried 252,337 passengers.

These gains offset losses by several legacy carriers such as Delta, American, and US Airways.

Spirit continues to grow at a phenomenal rate. To date in 2007, they have added new service to Aguadilla, PR; St. Maarten, NA; San Jose, Costa Rica, and Guatemala City, Guatemala. They will start service to Lima, Peru today, San Pedro Sula, Honduras in July, and will add Managua, Nicaragua in August.

Air Carrier operations for the month of May were up 5.6% for a total of 21,182 take offs and landings, an increase of 36 operations per day. General Aviation for the period was down 6.3% with 4,575 operations.

Rankings and market share for the month of May are as follows:

Spirit        15.2%
Southwest 13.6%

JetBlue 11.8%
US Airways 11.0%

PROCESS FOR THE CREATION OF A BROWARD COUNTY CENTER FOR INTERNATIONAL BUSINESS

A primary goal of the Broward County International Select Committee this past year was to examine the needs of the international business community and the diplomatic community at large and incorporate their needs when developing a strategy to establish a Broward County Center for International Business.  Over the past 8 months, the Office of Economic Development conducted a County wide analysis on the need and interest of the community for the creation of this center and presented the results to the Committee.   The conclusion of this analysis resulted in designing a one-stop Center for International Business.

On April 17, 2007, the Board of County Commissioners approved the creation of an ad hoc international business development committee for 90 days whose goal will be to build on and complete the already established framework for a Broward County Center for International Business.  The Committee would be comprised of 15 members of the Broward community that fit one of the following criteria:

  •  Four (4) members of the international business community that have knowledge of the international trade process and experience of previous attempts to organize the international community;
  • One appointment from the Educational community;
  • One appointment from the Tourism Development Committee (TDC);
  • One appointment from the Real Estate Development community;
  • One appointment from an International Finance & Banking community;
  • One appointment from the International legal community specializing in trade; and
  • Six members that include:  Directors from the Office of Economic Development, Port Everglades, Airport, Convention & Visitors Bureau, the President of the Broward Alliance, and a representative from the Florida Trading Partners.

The Director of the Office of Economic Development will be responsible for the formation of the committee, and the OED will be responsible for collecting letters of interest from community members and, along with the input from the 6 other standing members of the Committee, selecting the 9 non-standing members to serve on the Committee.  The Director of the Office of Economic Development will also be responsible for setting the scope of work and keeping the Committee on target.   The process for the selection of Committee members is to post to the Broward County Office of Economic Development, VisionBROWARD, Broward Alliance International Committee, Port Everglades, Convention & Visitors Bureau and Fort Lauderdale-Hollywood International Airport websites.  This posting will be from June 4-15, 2007.  Announcements will also be sent out through emails from the various international organizations described above.

Total passenger traffic for February 2007 increased at Fort Lauderdale-Hollywood International Airport (FLL).  During that period, 1,873,584, passengers traveled through FLL, an increase of 1.0% over February 2006. Domestic traffic was 1,656,865 passengers, up 0.5% over February of last year. The increase would have been greater had we not experienced extensive cancellations due to inclement weather in the Northeast and Midwest.

In February 2007, AirTran Airways increased 46.5%, Spirit Airlines increased 25.7%, Northwest Airlines increased by 12.4%, and Southwest Airlines grew up 5.3%. Combined, these airlines added 102,738 more passengers during the period.

International passenger traffic continues to grow steadily. 216,719 international travelers passed through FLL in February 07, an increase of 5.3% over February 06.

February 07's international passenger traffic increase can be attributed in part to the growth of the Canadian market. FLL experienced a 12.1% increase over last February. The Canadian market accounts for approximately 44% of FLL's international market (216,719). Air Canada was the largest international carrier at FLL during February 07 and served 56,822 passengers. Other carriers with international increases include WestJet up 57.9%, Air Transat up 34.2%, Spirit up 18.2%, and Air Jamaica which grew 1.1%.

According to the February/March 2007 issue of the Official Airline Guide's "Airport Magazine", FLL ranked 13th in the country and 2nd in the state of Florida, in international inbound available seats (189,682) during February 2007. FLL ranked higher than Orlando, Las Vegas, La Guardia, Denver, and Tampa International Airports.

Total air cargo for February 07 was down 4.7% at 12,908 tons. Air freight was down 3.3% with 12,271 tons.  U.S. Mail was down 25.5% at 637 tons, down 25.5%.

There were 26,045 departures and arrivals, that's an increase of 3.8% over February of last year. Air Carrier/Air Taxi operations were up 2.7% with 20,739. General Aviation/Military operations were up 8% with 5,306 departures and arrivals. Super Bowl XLI had a significant impact on General Aviation operations during the month with events leading up to, during, and after this year's Super Bowl.

2006 PASSENGER, OPERATION AND CARGO ACTIVITY
FORT LAUDERDALE-HOLLYWOOD INTERNATIONAL AIRPORT

International traffic during 2006 increased 6.5% with 2,372,188 passengers traveling through Fort Lauderdale-Hollywood International Airport (FLL).

Domestic traffic decreased to 18,995,410 or 5.8% off from 2005.

Total passenger traffic was down 4.6% compared to 2005, with 21,367,598 passengers.

Total air cargo for 2006 was 163,352.2 tons, down 6.9% over 2005. Air freight was 153,771.0 tons, down 6.0%.  US Mail was 9,581.3 tons, down 19.5%.

Total aircraft operations for 2006 were 297,088, down 10.2%. Scheduled air carrier take-offs and landings were 179,888, down 0.4%. Air Taxi/Commuter operations were 60,235, down 26.1% over 2005.  General Aviation/Military activity decreased 17.0% with 56,875 operations.

Several air carriers experienced significant gains for the year. Continental airlines was up 13.7% (193,741 passengers),   AirTran Airways increased 14.6% (134,030 passengers), Southwest airlines was up 3.6% (96,351 passengers), and Spirit airlines was up 1.8% (36,821 passengers). These increases represent an additional 460,943 passengers passing through FLL in 2006.

Flight reductions by the major carriers had a significant impact on passenger traffic for the year.

Delta was down 512,974 passengers, a decrease of 14.1% over 2005.  The next largest decrease in passenger activity was US Airways which was down 9.1% or 222,656 passengers. American Airlines was down 9.9% or 202,255 passengers on a 6.6% reduction in operations. Combined, these carriers accounted for a loss of 937,885 passengers for the year.

High load factors in the last quarter of 2006 and projected airline schedules for the first quarter of 2007 indicate that FLL should begin to see passenger traffic stabilize with the potential for modest growth during the period.

In 2006, travelers took advantage of the free internet connection inside the terminals with 501,015 wireless viewers up 49.4% over 2005.  That's an additional 165,571 views over 2005.
