Reporting A Possible Cruelty Situation
What is Animal Cruelty?
Broward County Animal Care Ordinance Chapter 4, Section 4-17 defines cruelty to Animals as: "Any person who beats, cruelly ill-treats, torments, overloads, overworks or otherwise abuses an Animal or intentionally causes such Animal to be mutilated or inhumanely killed, or causes the same to be done, or otherwise treats an Animal in a cruel or inhumane manner, shall be deemed to be in violation of this section." This applies to all Animals not only dogs and cats.
Some of the most common forms or dog and cat cruelty include:
Neglect such as under weight, unsanitary conditions, or untreated medical conditions. |
No shelter or water. A dog kept outside must have clean water available and a shelter to protect it from the rain and hot sun. |
Dog in a car. Even with the windows down, it will get too hot in the car for the dog and could result in heat exhaustion or even death. |
Dog fighting or training to fight. |
Beating or tormenting. |

Steps for Reporting Cruelty
If you live in any other city than the ones listed above or in the unincorporated areas of the county, Broward County Animal Care and Regulation Division would investigate the possible cruelty. We will send an Animal Care Officer to the location to check on the conditions of the Animals and for license tags and rabies vaccinations. The Officer can issue citations or warnings if the owner is not in compliance. In severe cases and with the assistance of a police officer or sheriff's deputy, the Animal(s) will be removed immediately.
Step 1. Call Animal Care Dispatch at 954-359-1313 ext. 400 and they will send an Animal Care Officer to the location to talk with the owner. Please provide the Dispatcher with as much information as possible including the name and complete address of the owner, when the owner is home, breed and number of Animals, and why this should be investigated.
Step 2. If you want to know the results of the visit, ask the Dispatcher for the Activity Number of the call. Then call back a few days later with the Activity Number and the Dispatcher can look up the results of the visit.
