Cultural Division Grants
Education & Community Development Grant  (ECD)


Purpose/Use:
To support collaboration among eligible entities in order to plan, implement and evaluate educational projects that promote the development of skills, knowledge or appreciation related to arts and culture. Eligible entities include government entities, cultural not-for-profit organizations, and qualified individual artists. Applicants receiving funding through other BCC grant programs are eligible to apply for an ECD grant as well.  The ECD is a reimbursable grant.
 

Matching Funds:  Applications from individual artists do not require matching funds. Individual artists must demonstrate a written commitment from collaborating eligible entity(ies) for specific components of the program. Contact section staff regarding match requirements for Government entities and not-for-profit cultural organizations.

Award Size:  $3,100 - $30,000

All applications must be postmarked on or before December 1. Proof of mailing is required. Hand delivered applications must be registered in the Cultural Division office by 4:30 p.m. on December 1. If this date falls on a weekend or holiday celebrated by Broward County government, applications are due by 4:30 p.m. on the first business day following the deadline. Late applications cannot be accepted without specific action by the Board of Broward County Commissioners.


Who May Apply


Category A:
A public entity which is a municipality, state government agency or political subdivision of state government or sovereign Native American Nation located primarily in Broward County and which is collaborating with one or more other eligible entities or individuals. Eligible entities or individuals refer to Broward County based public entities, school entities, nonprofit organizations, and qualified individual artists from Martin, Palm Beach, Broward, Miami-Dade or Monroe Counties. 

Category B - A nonprofit organization:

  • Whose primary mission is cultural,

  • Which has a governing board at least fifty (50) percent of whom reside in Broward County, which meets regularly, and operates under a set of bylaws,

  • Which has tax-exempt status under section 501(c)3 of the Internal Revenue Code,

  • Whose principal office address, as recorded in the Secretary of State's office, is in Broward County, with a minimum of one fulltime staff position in that office,

  • Which has conducted education projects in the year immediately preceding the date of application,

  • Which receives Broward community support through subscriptions, memberships, earned income, and/or planned fundraising,

  • Which has been operational in its cultural discipline(s) for a minimum of two (2) uninterrupted years immediately preceding the date of application, and

  • Which is collaborating with one or more eligible entities or individuals. Eligible entities or individuals refer to Broward County- based public entities, school entities, nonprofit organizations, and qualified individual artists from Martin, Palm Beach, Broward, Miami- Dade or Monroe Counties. the date of application, and

Category C:
The School Board of Broward County, Florida or the Broward Education Foundation, Inc.

Category D - An individual:

  • Possessing the necessary academic and/or professional qualifications to deliver the project for which funding is sought under this Program

  • Who lives within Broward, Miami-Dade, Monroe, Palm Beach, or Martin County

  • Who has lived continuously in one or more of the five identified counties for the twelve consecutive months prior to date of application.

  • Who has conducted an educational project in the year immediately preceding the date of application, and

  • Who is collaborating with one or more eligible entities. Eligible entities or individuals refer to public entities, school entities and nonprofit organizations. No applicant or collaborating entity or individual may appear as an applicant or collaborator in more than two grants under this program in any one County fiscal year.

Eligibility Requirements

  • The eligibility requirements must be met at the time of application deadline.

  • Applicants must have complied with all grant reports and audited financial reporting requirements of previous Broward County grant agreements, if any.

  • An applicant organization may not apply under more than one (1) organizational name in one (1) Broward County fiscal year unless a new name is registered with the Secretary of State during that period.

  • A late or incomplete application will not be eligible for funding. An incomplete application (i.e., missing attachments, lack of proper support materials, missing pages, etc.) may be rejected at the Grants Staff level and not recommended to the Panel for consideration. Applications with deficiencies will receive a lower score. An applicant may submit only one application and appear as a collaborator in only one other application to the Education & Community Development Program per grant year.

Funding

Funding Options

  • Educational projects proposed for Education & Community Development grants must comply with the County's definition of Cultural Arts (see definitions section in appendices for clarification).

  • Projects that develop knowledge, skills or appreciation related to arts and culture.

  • Block-grants for the School Board of Broward County, Florida, or the Broward Education Foundation, Inc., for Arts in Education Programs.

Note: The Broward Cultural Division publishes the Arts in Education Directory to assist grantees and anyone else in identifying and employing artists who are experienced in school-based and community-based programming.

Funding Restrictions  -Grant funds MAY NOT be used for:

  • Administrative costs

  • Expenses incurred or obligated prior to or after the grant period

  • Capital construction or real property

  • Interest or reductions or deficits or loans, fines, penalties or cost of litigation

  • Prize money, scholarships, awards, plaques, certificates or contributions

  • Benefits and projects planned primarily for fund raising purposes

  • Entertainment and promotions including related expenses such as receptions, food, beverages, flowers and T-shirts

  • Projects or organizations whose primary purpose is not secular and programs where the primary effect of funding would be to support a religion

  • Admissions to cultural programs, exhibits or Performances

  • Travel

  • Projects that are restricted to private participation, including those programs which would restrict public access on the basis of race, sex or sexual orientation, creed, national origin, age, disability, or habitat.

  • Using one County grant as matching funds for another County grant

  • Telemarketing

  • Transportation

  • Equipment in excess of fifteen (15) percent of the project budget

  • Space costs for facilities used by eligible applicants or collaborators in the normal course of their operations. 

  • Any other expenditure not authorized by Section I-90 Broward County Code of Ordinances
