Comprehensive Operational Analysis (COA) Click here for Public Meeting Dates and Times Earlier this year, BCT began its first-ever Comprehensive Operational Analysis (COA). This analysis will provide the public with an in-depth system and route level study of BCT’s limited stop, fixed route and community bus services. The COA will provide critical recommendations for improvements needed to best serve our customers’ current and future travel needs.
