Funding

Service Priorities

The Children's Services Administration Division has identified specific categories as funding priorities.  For all categories, children are defined as individuals, aged 0 to 17 (or 21 if they are eligible to attend public secondary schools, enrolled in a GED course, vocational school, or rehabilitation program).  The goal is to provide services to those children and families not otherwise receiving services through private insurance, Medicaid, the State of Florida, or any other third party payment source.

  • Behavioral Health (mental health and substance abuse)
  • Behavioral Health: a variety of services and interventions including assessment, diagnosis, treatment, case management, and other follow-up services necessary to assist children experiencing mental health and/or substance abuse problems.
  • Special Health Care Needs are those special medical and/or developmental conditions (such as chronic health issues, physical disability, or developmental delays) which require health and related services (speech, occupational, and physical therapy) in an amount beyond that required by children generally.
  • Homelessness: As defined by federal (Housing and Urban Development) guidelines, homeless children are individuals from birth through age 17 who, with their parent/caregiver are sleeping in a place not meant for human habitation; or in an emergency shelter; or transitional/supportive housing for homeless persons referred from community agencies, hospitals, churches, or police departments, who originally came from the street or an emergency shelter.  Broward County funds homeless support services such as youth development and family-based services.  Subsidized Child Care:  The County contracts with a lead agency, Family Central, to subsidize the cost of day care for children of homeless and working poor families throughout the County so that parents are able to pursue training and/or employment.

Funding Process

The County’s fiscal year is October 1 of each year to September 30 of the following year.  Children's Services Administration Division follows a standardized procurement process on an annual basis to advertise the services that the County wants to provide and the amounts set aside for each category of funding.  After an application period, the County conducts a fatal flaw review to determine which agencies have correctly completed the application and are ready for further review.   This process consists of ratings by community volunteers and interviews with Provider Agencies applying for funding.  Based on these ratings, recommendations are made to the Board of County Commissioners.  After the Board of County Commissioners has approved funding, contracts are negotiated with these agencies.
