CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY

It is illegal for any motor carrier to operate a taxi and/or luxury sedan in Broward County without first obtaining a Certificate of Public Convenience and Necessity. However, a motor carrier from another county may discharge within Broward County a passenger picked up in another county, provided that the pickup and carriage of the passenger were legally authorized by the other county and return that passenger to the county in which they were picked up. The number of certificates/permits for taxicabs and luxury sedans is restricted. Individuals wishing to enter the taxicab or luxury sedan business must first obtain a Certificate of Public Convenience and Necessity:

1.  Individuals may either purchase a certificate from a current holder of a certificate or be awarded a certificate when new certificates become available through a lottery.

2.  It is permissible to lease a permit for the operation of a "for-hire" vehicle from a current holder of a certificate/permit. However, after 2002 luxury sedans obtained by lottery cannot be leased for three years.
