
The Broward County Board of County Commissioners developed the County Business Enterprise (CBE) program to increase participation of small businesses in County projects as both prime contractors and subcontractors. The Broward County Business Opportunity Act of 2012 establishes a cumulative goal of at least 25% participation by CBE certified firms in all County procurement contracts - excluding contracts under the Federal Disadvantaged Business Enterprise (DBE) and the Broward County Small Business Enterprise (SBE), or Sheltered Market, program.
All firms seeking CBE certification must have less than the maximum gross receipts (averaged over three years) of $5 million, regardless of their industry.

| CBE Eligibility Requirements |
- The firm must be independent;
- The firm must have a continuing operating presence in Broward County for at least one year prior to submitting an application;
- Each owner must not have a personal net worth exceeding $750,000; and
- The firm must not have in excess of $5 million in average annual gross revenue calculated over the previous three (3) calendar years.
Upon award of a Broward County contract, CBE certified firms are required to regularly submit documentation of activity related to the project. Required forms are listed below:
