Rob Hernandez Returns to Broward County

Roberto “Rob” Hernandez, who previously worked in County government beginning in 1994 and served as an assistant to the Broward County administrator from 2003 to 2008, has returned to Broward County government as deputy county administrator. Prior to joining the County, he was the deputy city manager for Coral Springs and before that was the deputy county manager for Fulton County (Atlanta) in Georgia. He retired from the U.S. Army Reserves in 2008 following a 23-year career. He has a master’s in public administration from Nova Southeastern University and a bachelor’s degree in public administration from Florida International University. He is also a graduate of the Broward Fire Academy and the U.S. Army John F. Kennedy Special Warfare Center and School.

Sandy-Michael McDonald has joined the Office of Economic and Small Business Development as the new director. McDonald comes to the Sunshine State from Pontiac, Michigan. Prior to joining Broward County, he worked for 13 years in community and economic development on both local and federal programs. His expertise includes initiating programs dealing with tax increment finance, brownfield redevelopment and small business and disadvantaged business enterprise opportunities. Among his achievements, McDonald served as the director of the downtown development authority in Pontiac and director of community and economic development with Highland Park, Michigan. The youngest of nine siblings, McDonald attended Virginia Union University in Richmond, Virginia, where he earned a bachelor’s degree in social science.

Candace Running, a paralegal with the Broward County Attorney’s Office, recently completed her master’s in public administration degree, with honors, from Nova Southeastern University. She was also inducted into the Pi Alpha Alpha National Honor Society for public affairs and administration.

Arlene Davis, Port Everglades, received her American Institute of Certified Planners certification following her successful passing of one of the most rigid and grueling professional certification exams. “Not everyone makes this on their first, second or even third try. This is even more special to me since it was less than a year ago that I graduated with a second master’s degree – in Urban and Regional Planning,” Davis said. She also has a master’s degree in business administration.

Mary Beauchamp of the Records, Taxes and Treasury Division is the very proud parent of two college graduates. Both graduated on May 4, 2013. Melissa graduated from Broward College with an Associate of Science degree in graphics technology and Michael graduated from Florida A & M University with a Bachelor of Science degree in criminal justice.

Charvella Campbell, administrative coordinator II with Pollution Prevention, Remediation and Air Quality, recently earned her Bachelor of Arts in English from Ashford University. She reports that being an online student took lots of discipline, but was well worth the effort. In addition to her work and studies, Campbell volunteers as a grant researcher/proposal writer for a non-profit that collects and delivers recycled baby clothing to social service agencies. She also enjoys fiction writing, poetry, reading and singing. She is a married mother of two, originally from Pensacola, Fla., and Broward County has been her second home for 14 years.

Both children of Broward County employee Jody Horne-Leshinsky, Cultural Division, celebrated a graduation. Rachel Leshinsky, 22, graduated from Indiana State University with a bachelor’s degree in communications, and Adina Leshinsky, 18, graduated from Nova High School and will leave for Indiana State University in the fall, to follow in the footsteps of her sister as well as both her mother and father, 30 years before.

Jonathan Cruz, son of Terri Cruz of Enterprise Technology Services, graduated salutatorian from St. Thomas Aquinas High School in Fort Lauderdale. He will be attending University of Florida’s Honors College, where he will major in computer engineering.
