Broward County Historic Preservation Challenge Grant Program FY2006

Summary of Purpose:

The purpose of the Broward County Historic Preservation Challenge Grant Program is to provide financial support for the preservation and rehabilitation of historical and archaeological sites of local, state or national significance within Broward County. Historic structures and archaeological sites are those real properties and improvements to real properties that have been officially designated as of historical or archaeological significance by a municipality within Broward County with its own historic preservation ordinance, by the Broward County Board of County Commissioners, by the State of Florida, by the federal government by listing as a site on the National Register of Historic Places or as a National Historic Landmark, or deemed eligible for designation as an historical or archaeological site following a review by the Broward County Historical Commission, as the county’s historic preservation review agency. Final award of all grants will be by the Broward County Board of County Commissioners upon the review and recommendation of the Broward County Historical Commission.

Funding:

Funding will be awarded based upon the evaluation and review of the application (the “proposal”) of each project (the “site”) by the Broward County Historical Commission that meets the following criteria:

(1) The significance of the historical or archaeological site to understanding the history or prehistory of Broward County based on historic or prehistoric settlement p atterns in Broward County or which represent distinctive elements of the county's cultural, social, economic, political, scientific, religious, prehistoric and architectural history.

(2) The endangerment or threat to the site that requires urgent preservation or rehabilitation or stabilization.

(3) The feasibility of the project and the likelihood of success of the proposed remediation of the danger, threat or instability to the site as a result of funding.

(4) The benefit to the public by the continued preservation, rehabilitation, or stabilization of the site, and

(5) The amount of matching non-county financial resources, including in-kind service or equipment donations or volunteer labor, which will be devoted to the project.

Preferences:

Though it is not required that other financial resources be available, preference may be provided to those project proposals that have a commitment to have a contribution to the project of at least a 1-to-1 match consisting of non-Broward County derived financial and matching resources as described above.

Eligibility Criteria:

A. Eligible Applicants:

(1) County agencies.

(2) Municipal governments and derivative municipal agencies.

(3) Florida Nonprofit or Nonprofit 501(c)(3) corporations.

(4) Combinations of categories (1)-(3) above.

B. Eligible Projects: Proof, in the form of documentation, that a site is an officially designated historical or archaeological site, or is eligible for designation as such, may be in the form of one of the following:

(1) Copy of an approved designation report or other document demonstrating that the property is an individually designated historical or archaeological site or is a contributing property within a designated district that has been approved by a municipality, Broward County, the State of Florida, or the federal government through the National Register of Historic Places or as a National Historic Landmark;

(2) Eligibility for designation demonstrated by:

(a) Listing on the Florida Master Site File;

(b) Listing as a Broward County Local Area of Particular Concern (LAPC); or,

(c) A determination of eligibility , if categories (a) and (b) above are inapplicable, by a Letter of Eligibility based upon a non-binding review of the property by the Broward County Historic Preservation Officer on behalf of the Broward County Historical Commission or through a non-binding preliminary review and resolution of the Broward County Historical Commission.

C. Actual Funds:

(1) Funding is determined at the discretion of the Broward County Board of County Commissioners. It is estimated that approximately $95,000 is available for this grant funding cycle and that additional funding will be available for future grant funding cycles.

(2) There is no established minimum or maximum number of grants to be awarded.

(3) The minimum funding range per award is $5,000 and the maximum range per award is $95,000. (It may be the recommendation of the Broward County Historical Commission that fewer projects receive funding to ensure that the most significant and threatened projects, with the greatest likelihood of completion and highest public benefit, are successful.)

(4) Applicants must affirm in writing what matching funds, services, equipment or volunteer labor will be provided. (The Broward County Historical Commission reserves the right during its review to make a determination as to the estimated value of the non-monetary donated services that differs from the estimated values provided by the applicant.)

D. Funding History:

Applicants must provide a brief narrative summary, if applicable, of other grant funding received for this project site and describe with sufficient detail whether such other grant funds were used as granted, withdrawn by the grantor or lapsed from failure to use by the applicant or its predecessor.

E. Historic Preservation Grant Program Funds Will Support:

(1) Site acquisition of designated or eligible sites by eligible applicants;

(2) Moving of historic properties or excavation of archaeological sites (by a qualified professional archaeologist) if the site is threatened or endangered by demolition or destruction, in whole or in part, if on-site preservation is unfeasible;

(3) Rehabilitation, restoration or renovation of sites (“rehabilitation”) according to applicable guidelines for archaeological and historical sites as promulgated by the US Secretary of the Interior or by applicable local or state historic preservation ordinance or law;

(4) Site Assessments, structural reports and condition assessments to determine the feasibility of site preservation or rehabilitation; and,

(5) Other programs determined to be directly and sufficiently related to the capital and assessment programs in (1) to (4) above.

F. Applications:

(1) All applications must address each section outlined above and, where appropriate, note as “not applicable.”

(2) All applications must submit (1) original and (20) copies of each application, for a total of (21), to be considered for grant review. The original is to be bound by a paper clip and all copies are to be stapled.

(3) All applications must include photographs of the project site, with at least (1) photograph of each area to be addressed for funding. Other photographs illustrating past conditions or other visual aides such as site plans, maps and other materials may be included at the applicant’s discretion.

(4) All applications for each project will have an authorizing signature and, if non-governmental, sufficient proof of nonprofit status as a 501(c)(3) corporation; and,

(5) All applications are to include an estimated timeline for project completion, which may be in phases, and a sufficiently detailed budget as to the use of the funds. Operating expenses and salaries are not eligible for funding consideration and all funds must be used for appropriate acquisition, structural moving, rehabilitation, assessment, or other related capital and project needs, as described above in Part E.

G. Deadline for Applications and Project Reviews:

All applications are to be received by the BCHC by 5:00 PM EST on _____, 2005. Late applications will not be considered. All projects shall be reviewed by the Broward County Historical Commission at a meeting to be held on _____ at _____ PM. A recommendation list of reviewed projects will be forwarded to the Broward County Board of County Commissioners for final grant approval.
