PORT EVERGLADES DIRECTOR OF ADMINISTRATION

NATURE OF WORK

This is highly responsible professional management work in directing a wide range of Port Everglades' administrative functions and programs.

Work involves planning, directing and coordinating division activities. Position incumbent administers insurance programs, property management, purchasing, and personnel programs. Employee in this class supervises professional and administrative subordinates involved in division operations. Assignments are received from an administrative superior in the form of broad instructions or general program objectives. Work is performed with considerable independent judgement within established guidelines. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Directs the Port Everglades' Administration Division; directs through subordinates the planning, scheduling and coordination of division activities; develops policies, procedures and priorities to meet established goals.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Division.

Initiates, coordinates and manages all activities relating to contracts, leases, property management, Port franchise and parking facility programs, with an operational responsibility of moderate scope.

Plans, directs and supervises the activities of professional and administrative staff; coordinates division budgets, purchasing, personnel and record keeping activities.

Makes budgetary recommendations and prepares the division budget.

Confers with county officials, contractors, vendors, civic leaders and the general public regarding division operations; addresses public groups.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the current principles, practices and procedures related to business administration, insurance, property management, purchasing and personnel management.

Thorough knowledge of the applicable laws, regulations and procedures related to Port property management, contract and lease administration.

Thorough knowledge of the principles of supervision, organization and administration.

Considerable knowledge of budget preparation and administration.

Ability to plan, direct and supervise division operations and activities.

Ability to analyze facts and exercise sound judgement in decision making.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in business or public administration or related field; thorough experience in Port administration, including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
