PORT EVERGLADES ASSISTANT DIRECTOR

CONSTRUCTION MANAGEMENT AND PLANNING

NATURE OF WORK

This is responsible professional and administrative work assisting in directing, planning, and organizing the activities of the Port Everglades Construction Management and Planning Division.

Work involves assisting the Division Director in planning, directing and coordinating division activities. Position incumbent administers construction activities, inspects Port infrastructure, administers construction contracts and monitors major construction projects. Employees in this class supervise professional and technical subordinates involved in division activities. Assignments are received from the division director in the form of broad instructions. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences and review of records and reports.

ILLUSTRATIVE TASKS

Assists Division Director in developing and implementing division policies, procedures, programs and priorities to meet established goals; directs through subordinates the planning, scheduling and coordinating of division activities.

Assists in developing, implementing and maintaining strategic, fiscal and capital improvement plans for the Port.

Assists in the preparation/monitoring of division budget and prepares special reports as required.

Performs analysis of complex structures.

Confers with County officials, contractors, vendors, civic leaders and the general public regarding division operations.

Assists in monitoring major construction projects.

Acts for Division Director in his/her absence.

Prepares and/or supervises preparation of specifications and bidding documents for assigned projects.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the current principles, practices and procedures of construction management.

Thorough knowledge of all federal, state and local regulatory requirements applicable to Port operations and construction.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Considerable knowledge of budget preparation and administration.

Knowledge of port and harbor engineering and waterfront structures.

Ability to administer construction contracts.

Ability to analyze facts and exercise sound judgement in decision making.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in engineering or related field; seven (7) years experience in engineering, construction management, and contract administration, including three (3) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Registration as a Professional Engineer or Professional Architect, according to business needs, as indicated by the hiring Department Director.

SPECIAL NOTE

In those instances in which a registered engineer signs any document for the County in the performance of his/her regular work, that employee shall be accorded such protection and immunity from any lawsuit as a result of his/her conduct within the scope of his/her employment to the extent provided by law.
