PORT EVERGLADES DIRECTOR OF FINANCE
NATURE OF WORK
This is highly responsible professional management and administrative work in planning, organizing and directing the activities of the Port Everglades' Finance Division.
Work involves responsibility for the administration and direction of all financial operational activities for Port Everglades and related facilities. Position incumbent directs the preparation of annual operations and capital budgets, develops financial policies in accordance with bond resolutions, and oversees the Port Everglades' accounting, treasury and data processing sections. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Administers the Port Everglades' Finance program; directs through subordinates the planning, scheduling and coordination of division activities; develops policies, procedures and priorities to meet established goals.
Develops, implements and maintains strategic, fiscal and capital improvement plans for Port Everglades.
Develops financial policies in accordance with pertinent bond resolutions.
Prepares and monitors the Port Everglades' budget and prepares special reports as required.
Maintains continuing liaison and working relationships with financial consultants, external auditors, banks, legal counsel and state and local government agencies concerned with financial management.
Administers investment of the Port Everglades' funds in United States Government obligations, bank time deposits, or other legal investments.
Represents the County before community groups, service organizations and civic committees to promote the development and use of the Port Everglades' facilities.
Attends conferences and public and professional meetings.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of finance and debt management.
Thorough knowledge of all federal, state and local regulatory requirements applicable to Port financial management.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
Knowledge of electronic data processing in financial management.
Ability to plan, implement and coordinate technical and administrative programs.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in accounting, finance or related field; thorough experience in Port financial management including considerable supervisory and administrative experience; or any equivalent combination of training and experience.
