ASSISTANT
DIRECTOR OF REVENUE COLLECTION
NATURE OF WORK
This is responsible
professional, supervisory, and administrative work assisting in managing the
operations of the Revenue Collection Division.
Work involves the
responsibility for formulating policies and procedures for the Treasury
sections of the division, and assuming direction of divisional operations in
the Director's absence. Duties also include assisting in developing,
coordinating, and implementing various revenue producing programs.
Work must be performed with
considerable independent judgment in developing, coordinating, and implementing
divisional and revenue policies within established rules and regulations.
Work is reviewed by an
administrative superior for measurement of desired goals, objectives, and
results.
ILLUSTRATIVE TASKS
Assists the Director in
planning, organizing, and directing the activities of the Division.
Develops, coordinates,
implements, and reviews the policy for investment of surplus county funds.
Develops and maintains a
liaison with brokers and other institutions investing funds in a variety of
programs.
Develops and makes
recommendations concerning internal policies and procedures to administrative
superior.
Plans, assigns, reviews, and
supervises the work of supervisors and personnel in the Treasury sections.
Analyzes cash flows and
develops income and expense projections.
Provides information and
assistance to the general public and other departments and interested parties
regarding the Revenue Collection Division.
Prepares for and directs
special studies, projects, and programs as required.
Develops and makes
recommendations concerning internal policies and procedures to administrative
superior.
Prepares, reviews, and
controls the annual budget for the areas under his/her control.
Acts in the capacity of
banking relations officer for the County, responsible for all matters effecting
the County and financial institutions.
Supervises the preparation of
reports and the maintenance of accounting functions and ledgers for detail
transactions.
Supervises, monitors, and
audits the arbitrage and commercial paper program, the accounting entries for
same, and insures the timing and accuracy of the work performed.
Serves as acting director in
absence of the director.
Performs related work as
required.
KNOWLEDGE, ABILITIES AND
SKILLS
Thorough knowledge of the
principles and practices involved in county revenue collection administration
and in the investment of public funds.
Thorough knowledge of
investment programs and instruments.
Considerable knowledge of federal,
state, and local regulations relative to the receipt, expenditure, and
investment of public funds.
Considerable knowledge of
banking and other financial institutions operations.
Considerable knowledge of
governmental accounting principles and procedures.
Ability to supervise and
direct subordinate supervisors and employees.
Ability to maintain
familiarity with current investment market trends and conditions and the
economic effect on same.
Ability to express ideas
effectively, both orally and in writing.
Ability to serve the public
and fellow employees with honesty and integrity in full accord with the letter
and spirit of Broward County's Ethics and Conflict of Interest policies.
REQUIRED EXPERIENCE AND
TRAINING
Graduation from an accredited
four-year college or university with major course work in finance, accounting,
or business administration; six (6) years experience in institutional
investment, including (4) years experience in the supervision of fiscal affairs
in government or banking; or any equivalent combination of relevant training
and experience.
