ASSISTANT
DIRECTOR OF HIGHWAY CONSTRUCTION/ENGINEERING
NATURE OF WORK
This is responsible professional and administrative work assisting in directing the activities of the County's Highway Construction and Engineering Division.
Work involves assisting the division director in planning, directing and coordinating divisional activities. Employee in this class supervises professional and administrative subordinates involved in divisional operations. Assignments are received from the division director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Assists division director in developing and implementing divisional policies, procedures, and programs; makes policy recommendations; develops program goals and objectives.
Plans, directs and supervises the activities of professional and administrative staff; coordinates divisional budgets, purchasing, personnel, and recordkeeping activities.
Supervise management staff for in-house design, capital project management and field operations sections.
Makes budgetary recommendations and assists in the preparation of the division budget.
Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operations; addresses public groups, attends professional meetings.
Serves as acting director in absence of the director.
Serves on administrative and technical committees relating to urban transportation.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the current principles, practices and procedures of engineering as applied to the planning and design of urban highway and bridge projects.
Considerable knowledge of the applicable laws, regulations and procedures related to engineering, surveying and land development.
Considerable knowledge of the principles of supervision, organization and administration.
Considerable knowledge of budget preparation and administration.
Ability to plan, direct and supervise division operations and activities.
Abilities to analyze facts and exercise sound judgment in decision making of engineering methods and standards in the design, construction and inspection of a variety of urban highway and bridge projects.
Ability to communicate effectively, orally and in writing.
Ability to serve the public and fellow employees with
honesty and integrity in full accord with the letter and spirit of

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in civil engineering, engineering or related field; six (6) years progressively responsible experience in highway design, construction or project management, including two (2) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
