ASSISTANT DIRECTOR
OF HIGHWAY & BRIDGE MAINTENANCE
NATURE OF WORK
This
is professional and administrative work assisting in the direction and
supervision of a program of highway & bridge maintenance and construction.
Work
involves the responsibility of coordinating through subordinate supervisors the
construction, resurfacing or general maintenance of streets, highways, bridges,
canal banks and drainage facilities.
Work
is performed with considerable independence within established policies and
procedures. Work is performed under the direction of an administrative
superior.
Work
is reviewed through conferences, reports, and observation of program
effectiveness.
ILLUSTRATIVE TASKS
Assists
in the administration of the Highway & Bridge Maintenance Division.
Assists
Division Director in developing and implementing divisional policies,
procedures, and programs; makes policy recommendations; develops program goals
and objectives.
Provides
directions, through subordinates, for the construction and maintenance of roads
and bridges, installation of culverts, laying and repairing pipe, and
constructing, cleaning and widening of canals and ditches.
Plans,
directs and supervises the activities of supervisory personnel, streets
maintenance superintendents, and administrative staff; coordinates divisional
budgets, purchasing, personnel, and record-keeping activities.
Makes
budgetary recommendations and assists in preparation of the division budget.
Confers
with county officials, contractors, vendors, civic leaders and the general
public regarding divisional operations; addresses public groups and attends
professional meetings.
Oversees
the movement of heavy equipment and machinery; plans for the operation,
maintenance and use of equipment.
Makes
inspections to determine maintenance needs of road surfaces, shoulders,
structures, and drainage facilities; assigns employees to make such repairs;
makes reports on major deficiencies for future scheduling.
Supervises
all public works highway operations in proper jurisdictional areas; checks with
supervisory staff to ensure that work is proceeding according to plan, and
resolves any problems that may arise.
Contacts
local officials regarding maintenance and construction activities in their
areas.
Supervises
twenty-four (24) hour operation of bascule bridges under
Oversees
mosquito control operations within
Oversees
Division Training/Safety program; supervises safety officer coordination with
the Risk Management Division.
Supervises
Division representative coordinating with Fleet Services Division relative to
equipment repairs and availability.
Reviews
specifications for new equipment.
Serves
as acting director in absence of the director.
Performs
related work as required.

Thorough
knowledge of the modern methods, materials and equipment used in highway and
bridge maintenance work.
Thorough
knowledge of the types and use of heavy machinery and equipment.
Thorough
knowledge of modern methods of disposal of hazardous waste in compliance with
current environmental regulations.
Ability
to assist in planning, organizing and directing a county highway and bridge
maintenance and construction program.
Ability
to plan and supervise the work of subordinate supervisory, skilled and
unskilled workers in order to meet production schedules.
Ability
to communicate effectively both orally and in writing.
Ability
to interpret blueprints and construction plans.
Ability

REQUIRED EXPERIENCE AND TRAINING
Graduation
from an accredited four (4) year college or university with major course work
in civil engineering or construction management; six (6) years supervisory
experience in highway and bridge construction and maintenance; or any
equivalent combination of relevant training and experience.
