ASSISTANT DIRECTOR OF CONSUMER AFFAIRS

NATURE OF WORK

This is supervisory and administrative work assisting the Division Director in the direction and operation of a program of consumer protection and taxicab and limousine regulation.

Work involves the responsibility of coordinating through subordinate supervisors the investigation of consumer complaints to insure adherence to fair trade practices; prosecution of complaints when unfair or deceptive trade practices are found to exist; overseeing the regulation of taxicabs and limousines. Work is performed with considerable independence within established policies and procedures. Work is performed under the direction of an administrative supervisor. Work is reviewed through conferences, reports and observation of program effectiveness.

ILLUSTRATIVE TASKS

Coordinates, plans, assigns and supervises consumer investigative activities.

Reviews completed investigations for accuracy and compliance with established policies.

Insures that individual staff productivity meets established standards.

Oversees the legal section to insure that case preparation is in conformance with office policies.

Assists in determining which taxicab and limousine driver applicants should be rejected.

Supervises the taxicab section to insure that county procedures with respect to collection of money are followed.

Keeps staff abreast of changes in laws affecting consumer issues.

Acts as division head in director's absence.

Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of current laws, literature and developments in consumer protection field.

Thorough knowledge of sales promotion techniques and advertising practices used in the county.

Thorough knowledge of research and analytic techniques and sources of information in the consumer protection field.

Knowledge of administrative hearing procedures.

Thorough knowledge of taxicab and limousine statutes and ordinances and implementation.

Thorough knowledge of state and county towing laws and procedures.

Considerable knowledge of modern office methods and procedures.

Ability to interpret and apply new local, state and Federal Legislation to divisional activities.

Ability to establish and maintain effective working relationships with county officials, law enforcement agencies, businessmen and the consumer public.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration, education or related field; thorough experience in consumer relations or counselling work including extensive experience in a supervisory capacity; or any equivalent combination of training and experience.
