ASSISTANT DIRECTOR OF ANIMAL CARE AND REGULATION
NATURE OF WORK
This is responsible management and administrative work assisting in planning, organizing and directing the activities of the County's Animal Care and Regulation Division.
Work involves assisting the division director in the development and management of the entire Animal Care and Regulation Program, including adoptions, shelter operations, clinics, humane education, public relations, and animal license tag sales. Work involves considerable interaction with local, state, and national organizations relating to animal care and regulation programs. Work is performed with considerable independence within established policies and procedures under the direction of an administrative supervisor. Work is reviewed periodically through conferences, reports and observations of program effectiveness.
ILLUSTRATIVE TASKS
Screens and handles citizen and government complaints, establishes daily priorities, deals with unusual and emergency animal care situations.
Exercises continuous supervision over shelter maintenance and operations, with special emphasis on clean and humane conditions for impounded animals.
Supervises the impoundment, redemption and disposal of animals picked up ensuring strict compliance with applicable laws and regulations.
Maintains continuous supervision of office operations including handling of monies, license issuance, storage and accountability of tags, required legal records and administrative manuals.
Assists in preparation of budget.
Acts as division head in director's absence.
Ensures humane animal handling methods and tactful treatment of the public by field and kennel personnel.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of county, state and local animal care and regulation laws and ordinances.
Thorough knowledge of the remedial care of animals.
Thorough knowledge of principles, practices and procedures of supervision, organization and administration.
Knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Ability to plan, implement and coordinate administrative programs.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in public or business administration or related field; thorough progressively responsible experience in animal care and regulation, including high level supervisory and administrative experience; or any equivalent combination of training and experience.
