ASSISTANT DIRECTOR OF CIVIL RIGHTS
NATURE OF WORK
This is responsible professional and administrative work assisting in the development and implementation of Human Rights programs and operational activities of the Human Rights Division.
Work involves assisting the division director in planning, directing and coordinating divisional activities. The position incumbent directs and manages the intake, compliance and legal sections of the division. Employee in this class supervises professional and administrative subordinates involved in divisional operations. Assignments are received from the division director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Assists division director in developing and implementing divisional policies, procedures and programs; makes policy recommendations; develops program goals and objectives.
Plans, directs and supervises the activities of professional and administrative staff; coordinates divisional budgets, purchasing, personnel and recordkeeping activities.
Makes budgetary recommendations and assists in the preparation of the division budget.
Acts as the division head in the absence of the Director.
Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operations; addresses public groups, and attends professional meetings.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the current principles, practices and procedures of fair employment practices and fair housing assistance programs including case management, case development, charge intake, case processing and investigation, and legal research and analysis.
Thorough knowledge of the applicable federal, state and local laws, regulations and procedures related to equal access, equal pay, equal opportunity and affirmative action.
Considerable knowledge of the principles of supervision, organization and administration.
Considerable knowledge of budget preparation and administration.
Ability to plan and implement human relations training programs.
Ability to plan, direct and supervise division operations and activities.
Ability to analyze facts and exercise sound judgment in decision making.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in public administration, behavioral sciences or related field; six (6) years progressively responsible experience in community/human relations which deals with ethnic relations, fair housing and fair employment practices, including two (2) years experience in the supervisory and administrative aspects of the work; or any equivalent combination of relevant training and experience.
