ASSISTANT DIRECTOR OF FISCAL OPERATIONS - OES
NATURE OF WORK
This is responsible professional and administrative work assisting in managing the Fiscal Operations Division in the Office of Environmental Services.
Work involves responsibility for assisting in the development and formulation of policies and procedures, and in the management and oversight of division operations. Position incumbent coordinates and implements divisional policies and programs, and ensures operational and administrative continuity among all sections and units. Position incumbent supervises professional and administrative subordinates engaged in divisional operations. Work is performed with considerable independent judgement under the general direction of the division director. Performance is reviewed periodically through conferences, reports, and evaluation of results.
ILLUSTRATIVE TASKS
Assists division director in developing and implementing division policies, procedures and programs; makes policy recommendations; develops program goals and objectives.
Reviews and makes recommendations concerning the maintenance of complex financial reporting and accounting control systems.
Interprets county and divisional policy to section managers; mediates and resolves personnel problems.
Reviews and assists in the development of financial policies in accordance with pertinent bond resolutions and intergovernmental agreements.
Reviews and signs off on reports to regulatory and other agencies.
Maintains liaison with all relevant federal, state, county and municipal agencies.
Attends meetings and hearings, and represents the division at public functions.
Assists in the preparation and monitoring of division budget; prepares special reports as required.
Serves as acting director in the absence of the director.
Resolves customer complaints which may have escalated to management level.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of finance and debt management.
Thorough knowledge of current literature, trends, and developments in the field of accounting, auditing and financial management.
Thorough knowledge of federal, state and local regulatory requirements applicable to utility financial management.
Considerable knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Considerable knowledge of principals, practices and procedures of supervision, organization and administration.
Ability to prepare clear and concise oral and written reports.
Ability to analyze facts and exercise sound judgement in decision-making.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in finance, accounting, or related field; six years of progressively responsible experience in utility financial management including four years supervisory and administrative experience; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Current certification as a Certified Public Accountant, Certified Management Accountant or Certified Government Financial Manager.
