DIRECTOR OF GENERAL SERVICES - PUBLIC WORKS

NATURE OF WORK

This is highly responsible professional and administrative work in planning, organizing and directing the activities of the County's Office of General Services.

Work involves responsibility for the administration and direction of the Fleet Services and Facilities Management Divisions. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Administers the County's Office of General Services; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Develops policies, procedures and standards for financial planning; provides guidance for preparation of annual budget requests and the allocation of available resources.

Conducts management studies pertaining to the development of new programs and operations; monitors and evaluates objectives and program procedures.

Directs the activities of the Fleet Services Division to achieve cost effective mobile equipment fleet operations through the fleet management and maintenance management programs.

Directs the activities of the Facilities Management Division to achieve managerial effectiveness by protecting the investment in county buildings and property.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of General Services.

Thorough knowledge of all federal, state and local regulatory requirements applicable to General Services.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration or related field, through experience in General Service, including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
