ASSISTANT
DIRECTOR OF PERMITTING, LICENSING AND CONSUMER PROTECTION
NATURE OF WORK
This
is highly responsible technical and administrative work assisting the Director
with planning, organizing, and directing the activities of the County's
Permitting, Licensing and Consumer Protection Division.
Work involves assisting in the
development and management of the entire division and its enforcement of
building code services and consumer protection regulations. Position incumbent
assists in the establishment of policies and procedures to implement project
management control that includes technical and administrative tasks relating to
all permit-related programs in the Division. Employee in this class supervises
professional and administrative staff involved in divisional operations;
assists with providing support to six Central Examining Boards and assists the
Director with monitoring all programs involving contracts with cities in
Broward County for building permit-related services. Assignments are received
from the Director in the form of broad policy statements and general program
objectives. Work is performed with considerable independent judgment within
established guidelines. Performance is
reviewed periodically through conferences and written reports.
ILLUSTRATIVE TASKS
Assists the Director in administering
the County's Permitting, Licensing and Consumer Protection programs.
Makes policy recommendations and
develops program goals and objectives.
Plans, directs, and coordinates the
activities of professional and administrative staff.
Makes budgetary recommendations and
assists in the preparation and monitoring of the Division budget.
Assists with the monitoring of all
special programs and projects including services to cities and unlicensed contractors;
Central Examining Boards, elevator operations, School Board, tree trimmers licenses,
and airport expansion.
Assists with the enforcement of the Broward County
Consumer Protection Code.
Attends budget meetings, Commission
meetings, City agenda meetings and other conferences and public and
professional meetings as required.
Confers with civic leaders and the
general public regarding divisional operations.
Acts for the Division Director in
his/her absence.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles
and practices of County government.
Thorough knowledge of all applicable
federal, state and local regulatory requirements.
Thorough knowledge of applicable
federal, state and local codes and regulations relative to the Division.
Thorough knowledge of budgetary
processes, cost accounting, financial planning and management.
Considerable knowledge of the
principles, practices and procedures of supervision, organization and
administration.
Ability to plan, implement, and
coordinate technical and administrative programs.
Ability to express ideas effectively,
both orally and in writing.
Ability to serve the public and fellow
employees with honesty and integrity in full accord with the letter and spirit
of Broward County's Ethics and Conflict of Interest policies.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited
four-year college or university with major course work in engineering,
architecture or related field; six (6) years experience in building, permitting
and consumer protection programs; including four (4) years high level
supervisory and administrative experience in a large organization in a variety
of interrelated programs; or any equivalent combination of relevant training
and experience.
