ASSISTANT DIRECTOR OF CONSTRUCTION MANAGEMENT

NATURE OF WORK

This is responsible professional and administrative work assisting in managing the operations of the Construction Management Division.

Work involves assisting the division director in project planning, design development and construction management of vertical construction projects for Broward County. Employee in this classification supervises professional, administrative and technical staff involved in the capital project management and contract administration activities. Assignments are received from the division director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment and initiative in resolving administrative and technical problems. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Assists the division director in developing and implementing divisional policies, procedures and programs; makes policy recommendations; develops program goals and objectives.

Plans, directs and supervises the activities of professional, administrative and technical personnel.

Oversees the activities of the space planning/design section, construction teams, and resource management.

Assists and advises the division director on various aspects of construction management projects and renovation programs.

Coordinates divisional budgets, purchasing, personnel and record keeping activities.

Confers with County officials, contractors, vendors, civic leaders and the general public regarding divisional operations; addresses public groups; attends professional meetings.

Serves as acting director in the absence of the director.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the current principles, practices and procedures as applied to vertical construction and project management.

Thorough knowledge of all federal, state and local regulatory requirements applicable to project planning, design, construction, and contract and fiscal management.

Considerable knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, record keeping, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to analyze facts and exercise sound judgment in the decision making process.

Ability to supervise subordinates engaged in all facets of construction management, space planning, renovation and contract management.

Ability to understand and administer contract documents.

Ability to coordinate, plan and direct division operations and activities.

Ability to communicate effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in engineering, construction project management, public or business administration, or closely related field; thorough progressively responsible experience in the administration and planning of construction projects, including considerable experience in supervisory aspects of the work; or any equivalent combination of training and experience.
