ASSISTANT DIRECTOR OF ZONING CODE SERVICES
NATURE OF WORK
This is responsible professional, supervisory and administrative work assisting the Director in the activities of the County's Zoning Code Services Division.
Work involves assisting in the development and management of the entire division and its enforcement of zoning and land use regulations through the inspection of property and dissemination of information. Position incumbent assists in the establishment of policies and procedures to implement project management control that includes technical and administrative tasks relating to code and zoning enforcement programs. Employee in this class supervises professional and administrative subordinates involved in divisional operations. Assignments are received from the Director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgement within established guidelines. Performance is reviewed periodically through conferences, written reports and observations of program effectiveness.
ILLUSTRATIVE TASKS
Assists Director in developing and implementing divisional policies, procedures and programs.
Makes policy recommendations; develops program goals and objectives.
Plans, directs and supervises the activities of professional and administrative staff.
Makes budgetary recommendations and assists in the preparation and monitoring of the division budget.
Attends conferences, public and professional meetings.
Confers with civic leaders and the general public regarding divisional operations.
Acts for the Division Director in his/her absence.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of code and zoning enforcement.
Considerable knowledge of the applicable federal, state and local regulatory requirements applicable to code and zoning enforcement inspections and dissemination of information.
Considerable knowledge of the principles of supervision, organization and administration.
Considerable knowledge of the funding process in budget preparation and administration.
Ability to plan, implement and supervise division operations and activities.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in public or business administration or related field; six (6) years progressively responsible experience in code and zoning enforcement regulations; including four (4) years experience in the supervisory and administrative aspects of the work; or any combination of relevant training and experience.
