ASSISTANT DIRECTOR OF TRANSPORTATION PLANNING/MPO

 

NATURE OF WORK

This is responsible professional and administrative work assisting in planning, organizing, and directing the activities of the County's Transportation Planning/Metropolitan Planning Organization Division.

Work involves assisting the division director in planning, directing and coordinating divisional activities and managing the Division's Work Program. Position incumbent also assists the Director in responsibilities related to the Broward Metropolitan Planning Organization and the Broward County Coordinating Board for the Transportation Disadvantaged. Employee in this class supervises professional and administrative subordinates involved in divisional operations and is responsible for liaison with several implementing agencies. Assignments are received from the division director in the form of broad instructions or general program objectives. Work is performed with considerable independent judgment within established guidelines. Performance is reviewed periodically through conferences ad written reports.

ILLUSTRATIVE TASKS

Assists division director in developing and implementing divisional policies, procedures, and programs; makes policy recommendations; develops program goals and objectives.

Plans, directs and supervises the activities of professional and administrative staff; assist the division director to coordinate divisional budgets, develop the MPO Unified Planning Work Program (UPWP), regional transportation planning, purchasing, personnel, and record keeping activities.

Makes budgetary recommendations and manages the preparation of the division budget

Oversees the administration of the Broward MPO state and federal planning grants.

Confers with county officials, contractors, vendors, civic leaders and the general public regarding divisional operations; addresses public groups, attends professional meetings.

Provides administrative and managerial support to MPO Planning Studies as outlined in the Broward MPO UPWP. Coordinates and oversee the development of a regional transportation network in coordination with the Miami-Dade MPO and Palm Beach MPO and develop the agenda for the Southeast Florida Transportation Council and its technical committee on a quarterly basis and the Regional Transportation Technical Advisory Committee (RTTAC) in coordination with member MPOs.

Oversees and reviews traffic impact from Development of Regional Importance (DRI) and amendments to the Broward County Trafficways Plan.

Oversees the review and updates to the Broward County Comprehensive Plan.

Serves as acting director in absence of the director.

Performs related work as required.

KNOWLEDGE, ABILITIES, AND SKILLS

Thorough knowledge of the current principles, practices, and procedures of urban planning, with emphasis on metropolitan planning process including transportation planning.

Considerable knowledge of the applicable laws, regulations, and procedures related to federal and state transportation requirements.

Considerable knowledge of the principles of supervision, organization and administration.

Considerable knowledge of budget preparation, accounting, economics, and administration.

Ability to plan, direct, and supervise division operations and activities.

Ability to analyze facts and exercise sound judgment in decision-making.

Ability to communicate effectively, orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Master's Degree in Planning, Transportation Planning, or related field; six (6) years progressively responsible experience in urban transportation planning, including two (2) years experience in the supervisory aspects of the work; or any equivalent combination of training and experience. Knowledge of the Metropolitan Planning Process is preferable.
