ASSISTANT DIRECTOR OF PLANNING SERVICES

NATURE OF WORK

This is responsible management and administrative work in planning, organizing, and directing the activities of the County's Planning Services Division.

Work involves assisting the division director in the administration and direction of all activities related to general planning services including preparing the comprehensive plan; maintaining demographic and capital facilities data bases; executing various models; conducting planning, demographic and economic research; and providing geographic information systems support. Assignments are received in the form of broad instructions or general program objectives. Work is performed with considerable independent judgement within established guidelines. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Assists the division director in developing and implementing divisional policies, procedures, and programs; makes policy recommendations; develops program goals and objectives.

Plans, directs, and supervises the activities of professional and administrative staff; coordinates divisional budgets, purchasing, personnel, and record keeping activities.

Makes budgetary recommendations and assists in the preparation of the division budget.

Confers with county officials, contractors, vendors, civic leaders, and the general public regarding divisional operations; addresses public groups, attends professional meetings.

Serves as acting director in absence of the director.

Performs related work as required.

KNOWLEDGE, ABILITIES, AND SKILLS

Thorough knowledge of the current principles, practices, and procedures of urban planning and administration.

Considerable knowledge of the applicable laws, regulations, and procedures related to comprehensive planning and land use.

Considerable knowledge of the principles of supervision, organization and administration.

Considerable knowledge of budget preparation, accounting, economics, and administration.

Ability to plan, direct, and supervise division operations and activities.

Ability to analyze facts and exercise sound judgment in decision-making.

Ability to communicate effectively, orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Master's Degree in Planning or related field; six (6) years progressively responsible experience in land-use planning, comprehensive planning, zoning, capital improvement planning, including two (2) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
