COMMUNITY PARTICIPATION PROGRAM MANAGER
NATURE OF WORK
This is administrative work directing the recruiting, interviewing, selecting, placing and management of volunteers to meet the needs of Broward County departments, divisions and offices.
Work involves the county-wide training of volunteer site coordinators, developing in-service training programs in volunteer management, conducting training seminars and the development of training manuals and handbooks. Work includes the indirect supervision of volunteer site coordinators (who directly oversee volunteers) through the provision of regular communication, consultation, guidance, training and serving as a third-party moderator to resolve any problems arising between volunteers and staff members. The work also includes contacting possible recruitment sources, i.e. schools, colleges, agencies, local organizations and local corporations; developing and managing volunteer services so that the organization will derive full benefit from the available resources. Employees in this class are expected to work with some independence, although all major decisions are referred to an administrative supervisor for advice and direction. Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures. Work is reviewed through reports and program achievements.
ILLUSTRATIVE TASKS
Manages, directs and coordinates the functions of a comprehensive volunteer program.
Evaluates the need for volunteer services within the organization in conjunction with the requesting department.
Develops and conducts on-going training programs for volunteer site coordinators.
Consults with departments, divisions and offices to develop quality volunteer opportunities.
Directs the recruitment, interviewing, selecting and placing of volunteers to meet the organizations needs.
Develops and supervises volunteer orientation, training and performance evaluation to ensure high quality service to the organization.
Consults with site coordinators to resolve problems which arise between volunteers and staff members.
Maintains overall standards for volunteer performance and supervision of volunteers.
Develops goals and objectives for the Broward County Community Participation Program and monitors progress toward their achievement.
Serves as a consultant to administration and other departments in areas relating to volunteerism.
Directs the development of appropriate recognition, retention and motivation programs for volunteers.
Attends conferences and public and professional meetings. Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the principles and practices of organization, administration and volunteer management.
Considerable knowledge of federal, state and local laws and County procedures pertaining to management of volunteer programs.
Considerable knowledge of modern office practices, systems and equipment.
Considerable knowledge of general adult education theories and principles.
Considerable knowledge of current technical methods and practices in adult education.
Knowledge of the functions and operations of the unit to which assigned.
Knowledge of local educational resources and sources of available published information useful in development of training programs.
Knowledge of effective interviewing and evaluating techniques.
Ability to plan, direct, coordinate and supervise the work of subordinates as required by work assignments.
Ability to develop, compile and analyze course outlines, and training aids suitable for varied department programs.
Ability to counsel and advise employees concerning training and educational requirements for job performance improvement and related purposes.
Ability to present a variety of classroom instruction and discussion sessions including a variety of media.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in public or business administration, or related field; considerable experience in managing, coordinating and directing a volunteer program including experience in instructional design; or any equivalent combination of training and experience.
