PAYROLL SUPERVISOR

NATURE OF WORK

This is advanced professional accounting work in the maintenance and review of payroll records.

Employees in this classification are responsible for coordinating and supervising the maintenance of payroll data, tax information, insurance deductions and union dues. Work includes preparing payroll reports and statements generated from information extracted from the master file, auditing payroll reports and training staff on new and existing policies and procedures. Supervision is exercised over a staff of payroll specialists. The incumbent in this classification exercises considerable independent judgement within the established policies and procedures. Work is reviewed through periodic conferences and the evaluation of various reports.

ILLUSTRATIVE TASKS

Supervises and coordinates activities of workers engaged in recording hours of work, processing time records, compiling payroll statistics, maintaining payroll control records and calculating payroll.

Oversees the review of personnel/payroll records to determine names, rates of pay, addresses, tax information, deductions, benefit information and occupations of newly hired workers, and changes in rates and occupations of employees on payroll.

Develops and implements training for payroll staff.

Reviews wages computed and corrects errors to ensure accuracy of payroll; records changes affecting net wages, such as exemptions and insurance coverage.

Supervises and authorizes the daily updating and balancing functions of all payroll master files; calculates manual pay.

Researches, recommends and documents procedures for the payroll section.

Assists in the computation of pay according to County policies and procedures.

Compiles data and prepares reports for county, state and federal agencies.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of the principles and practices of accounting, business and public administration and payroll procedures.

Considerable knowledge of the organization and operation of the Broward County personnel/payroll system.

Considerable knowledge of federal state and local laws as they relate to payroll.

Knowledge of County personnel rules, leave policies and procedures, collective bargaining agreements, payroll procedures and Administrative Orders related to payroll matters.

Ability to work under strict deadlines in a high-pressure environment.

Ability to analyze complex payroll problems and make recommendation to improve efficiency and effectiveness.

Ability to supervise subordinates in a manner conducive to full performance and high morals.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

DESIRABLE EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in accounting, business or public administration or related field; considerable responsible experience in a high volume payroll section, including experience in the supervisory and administrative aspects of the work; or any equivalent combination of training and experience.
