EMPLOYEE
NATURE OF WORK
Under the direction of the
Benefits Manager or designee, this position is responsible for the day-to-day
administration activities of the health and welfare plans offered to County employees.
ILLUSTRATIVE TASKS
Provides
direct support to employees, retirees, COBRA and Domestic Partner
participants to answer questions and/or
research and respond to inquiries related to enrollment, changes, claims, plan
design and compliance issues for pre-tax and after-tax health and welfare
plans. Works with insurance carriers to resolve more complex level
benefit-related issues.
Acts as primary auditor and
reviewer of data input into Cyborg for new hire and benefit change paperwork to
verify accuracy of data entry and completeness of required paperwork.
Provides
pre-retirement counseling to assist employees with transitioning into
retirement including FRS Pension and Investment Plan options, health, dental,
vision and life insurance continuation, and benefit coordination with Medicare
and Social Security.
Administers,
tracks, and monitors the leave programs including Long Term Disability, FMLA
and Donated Leave. Provides FMLA information to employees on Workers’
Compensation leave.
Administers
COBRA and Retiree notification and billing process to insure compliance with
COBRA and HIPAA rules and regulations.
Supports special projects by collecting and/or
surveying for health and welfare information, organizing and analyzing
information, and providing other support as needed.
Assists with annual open enrollment process
including packet making, distribution, data input and auditing. Attends carrier
sessions to assist employees as needed.
Provides
advice and direction to Employee Benefits Analyst I on technical benefit
issues.
Performs
other duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of health and
welfare benefit plan administration, including Section 125 regulations, COBRA,
FMLA, HIPAA, and IRS regulations.
Knowledge of MS Office tools especially Word, Excel
and PowerPoint to develop reports, spreadsheets, correspondence, workbooks,
manuals and presentations.
Ability to communicate and solve problems.
Ability to work independently and as part
of a team on a variety of projects, set priorities and meet deadlines. Strong attention to meeting multiple
deadlines.
Ability to serve the public and fellow
employees with honesty and integrity in full accord with the letter and spirit

REQUIRED
EXPERIENCE AND TRAINING
Four year degree from an accredited four-year college or
university with major course work in Human Resources, Business or related
field; a minimum of (2) two years of progressive experience in the
administration of health and welfare benefit plan administration, or any
equivalent combination of relevant training and experience.
