EQUAL OPPORTUNITY INVESTIGATOR
NATURE OF WORK
This
is professional investigative work in the County’s Office of Equal Opportunity.
Work
involves responsibility for investigating a wide variety of complex and
sensitive cases, including allegations of discrimination in violation of local
and federal law, and Americans with Disabilities Act-related reviews. Personnel in this classification are assigned
to the Civil Rights Division, and exercise considerable independent judgment in
the conduct of investigation. Work is
reviewed by the Senior Equal Opportunity Investigator and Division Director
through conferences, investigative reports, and program achievements.
ILLUSTRATIVE TASKS
- Receives
inquiries and charges/complaints, and conducts investigations in assigned
specialty in accordance with best practices in equal employment, fair
housing, and disability affairs,.
- Analyzes
complaints and cases for critical issues and adherence to standards of
form and content.
- Researches
current policies, procedures, laws, and court findings.
- Develops
comprehensive analytical reports of investigative findings.
- Conducts
settlement discussions with involved parties, including proposing remedies
(Civil Rights).
- Conducts
analyses of data, processes, procedures, and guidelines.)
- Assists
in the planning, preparation, and delivery of training programs.
- Assists
in the coordination and support of advisory boards assigned to the Office
of Equal Opportunity.
- Performs
related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
- Comprehensive
applied knowledge of investigative principles and techniques including
interviewing, obtaining and analyzing data, preparing investigative reports,
and serving as a witness in hearings and court proceedings.
- The
ability to approach complex interpersonal situations with the compassion
and understanding necessary given the frequently intense emotional nature
of the inquiries and investigations the Office receives.
- Knowledge
of, and the ability to interpret and apply, federal, state, and local law,
to discrimination and compliance investigative activities.
- Knowledge
of the functions and jurisdictions of related agencies, for purposes of
case referral.
- Knowledge
of standard employment practices in both the public and private sectors,
including recruitment, labor agreements, disciplinary actions, and pay and
classification.
- Knowledge
of EEOC, HUD, labor relations, and ADA.
- Ability
to communicate ideas effectively, both orally and in writing.
- Ability
to maintain integrity and impartiality, using sound judgment and
initiative.
- Ability to establish and maintain
effective working relationships with the general public, co-workers,
elected and appointed officials and members of diverse cultural and
linguistic backgrounds, regardless of race, color, religion, gender,
national origin, age, marital status, political affiliation, familial
status, disability, sexual orientation, pregnancy, or gender identity and expression.
REQUIRED EXPERIENCE AND TRAINING
Graduation
from an accredited four year college or university with major course work in
social or behavioral sciences; public or business administration;, or other
field related to the investigative functions of the Office of Equal
Opportunity, and a minimum of four (4) years of progressively responsible
experience in investigations and compliance, with two (2) years in support of
investigations and compliance in one of the following specialties: Americans
with Disabilities Act; Equal Employment Opportunity; Fair Housing; or any
equivalent combination of relevant training and experience.
