SMALL BUSINESS DEVELOPMENT SPECIALIST
NATURE OF WORK
This is high level, advanced professional work performing a wide range of small business enterprise development tasks within the Office of Equal Opportunity.
Work involves ensuring the County's compliance with federal, state, and county legislation and directives in the area of equal opportunity in county procurement activities for small business enterprises. Work also involves collecting and analyzing data, investigating and evaluating discrimination complaints involving procurement activities; providing technical, outreach, and training assistance and information to county agencies and public, private, and not-for profit sectors to promote an understanding of federal, state and county business small business development laws, policies, procedures and programs; and participating in the successful implementation of such programs. Work is reviewed by an administrative superior through conferences and reports.
ILLUSTRATIVE TASKS
Conducts availability and utilization analyses to determine underutilization of minority and woman-owned business participation and establishes race-neutral and race-specific goals accordingly.
Makes available lists of certified minority and woman-owned businesses and registered small business enterprises.
Conducts research and gathers data from various federal, state, local and private organizations' affirmative action efforts.
Provides staff support to the Broward County Aviation Department on matters pertaining to the County's Disadvantaged Business Enterprise Program Plan.
Administers and participates in activities involved in the investigation of unlawful discrimination complaints.
Ensures the County's compliance with legislation and directives in the area of small business enterprise programs and activities.
Prepares required quarterly, annual, statistical, and other reports; prepares federal disadvantaged business enterprise program plans; and participates in long range program planning to achieve program goals.
Conducts research and monitors contracts for grant and governmental funding for small business enterprise development.
Prepares publications and make presentations to diverse, multi-cultural, targeted audiences to identify, recruit, screen, motivate, and develop small and emerging business owners.
Provides staff support to a Small Business Advisory Board.
Coordinates activities and tasks with other county agencies, and public, private, and not-for-profit organizations involved in small business enterprise development activities.
Attends conferences, training, seminars, and meetings.
May act as lead worker to subordinate staff.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the laws, development, and policies in the field of small business enterprise development.
Considerable knowledge of the methods, procedures, and techniques of conducting research and analyses and the ability to develop applicable reports.
Ability to exercise judgment in counseling and in assisting in the resolution of complaints.
Ability to communicate effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless or race, religion, age, sex, disability,political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in public or business administration or related field, and four (4) years experience in the development and management of technical assistance service delivery programs for small business enterprises; or any equivalent combination of relevant training and experience.
