PARKS AND
RECREATION MANAGER V
NATURE OF WORK
This
is advanced administrative and supervisory work planning and managing the
complete operations of a large and complex regional park.
Work
involves supervising all operational areas including maintenance, recreational
programming and services, concessions, campgrounds, security, budget
operations, and revenue collections. Work includes developing, conducting, and
supervising diversified recreational programs and services at park sites which
may include playgrounds, athletics, swimming beaches, natural areas and trails,
concessions, shelters, and campgrounds.
Duties
include developing and managing large and complex annual park operating
budgets; inspecting all park areas and facilities; researching and recommending
changes in programs and operations; establishing park objectives and evaluating
their progress; and preparing and maintaining a variety of operational reports
and revenue records. Supervision is exercised over a very large staff of
subordinate managers, supervisors, technical, clerical, and other parks and
recreation operational personnel.
Work
is performed with considerable independence under the general direction of a
professional superior and reviewed by inspection and observation of the
condition of facilities and areas maintained, of recreational programs and
services delivered, and by written and oral reports and revenue recorded.
DISTINGUISHING CHARACTERISTICS
This
classification is distinguished from the position of Parks and Recreation
Manager IV by the responsibility of managing a larger and more complex regional
park facility, supervision over multiple levels of management and support
staff, the opportunity for significant independent decision-making, and the
additional experience required.
ILLUSTRATIVE TASKS
Manages
and supervises large, complex regional park facilities over 500 acres which
produce revenue in excess of $1,000,000.
Plans,
directs and implements a very broad and varied program of parks and recreation
activities and services to meet the various needs of the public.
Monitors
leased operations at park facilities and enforces provisions of lease
agreements.
Prepares
the annual budget for the complete operations of an assigned large regional
park for review by a superior.
Supervises
the operations of maintenance and recreational services, and supervises the
work of subordinate personnel engaged in recreational programming, security and
maintenance.
Supervises
the collection of revenues from recreational programs, activities, special
events, and admissions; reports the progress and potential of revenue
production through investigations or special studies; recommends changes in the
quality of recreational programs and operations.
Plans,
organizes, conducts and supervises major recreational programs and large
special events including education for leisure activities, athletics,
tournaments, festivals, concerts, fairs and expositions.
Explains
and interprets rules and regulations, fees and charges, and recreational
operations to park patrons; enforces or refers enforcement to proper
authorities.
Conducts
periodic inspections of all park areas and facilities; observes deficiencies in
operation, safety, and condition; issues verbal or written directives to
correct deficiencies.
Prepares
and maintains various operational reports on attendance, inventory, revenues
and related information.
Approves
or reviews requisitions for materials and supplies for park operations and
maintenance; supervises and maintains revenue records; manages park
expenditures.
Develops
and implements general and therapeutic recreational activities for individuals
with social, mental or physical handicaps.
Meets
with organized groups, individuals, or other interested parties to provide
information, assess community-wide program needs and interests, formulate new
programs, and further public relations for the county.
Performs
related work as required.

REQUIRED EXPERIENCE AND TRAINING
Graduation
from an accredited four (4) year college or university with major course work
in parks and recreation management, or closely related field; six (6) years
progressively responsible experience supervising and managing a large scale
regional park; or any equivalent combination of training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession
of a valid Florida Driver's license at time of appointment.
